The Japan International Cooperation Agency (JICA) is the most supportive foreign organization in working with Vietnam implement climate change programs over the past five years, providing $573 million so far. The amount accounts for 55.6% of total $1.03 billion soft loans and non-refundable credits for the Southeast Asian country since 2009, the year it started projects coping with climate change. The second biggest provider is the World Bank with $210 million, followed by the French Development Agency (AFD) with $140 million, the Export-Import Bank of Korea (KEXIM) with $90 million. Among the foreign organizations, the Canadian International Development Agency (CIDA), and the Australian Department of Foreign Affairs and Trade (DFAT) granted a combined $17 million. So far this year, foreign organizations have poured $224 million in this field. The country’s capital accounts for 64% of the total value spent for climate change response.
