Value Added Tax Refund Consultant

Project: USAID/PATH Support for Technical Excellence and Private Sector Sustainability in Vietnam (STEPS)

Location of work: Hanoi, Vietnam

Background

PATH is a global nonprofit dedicated to achieving health equity. With more than 40 years of experience forging multisector partnerships, and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing health challenges.

PATH is awarded by USAID to implement the USAID/PATH STEPS initiative for five years, from 2021 to 2026. The overall goal of this project is to increase market growth for private sector HIV goods and services that are capable of meeting the needs of populations facing the greatest HIV risks. In order to achieve this goal, STEPS and its partners focus on achieving outcomes linked to the following three objectives: (1) Strengthen total market for HIV commodities and services; (2) Increase operational and financial sustainability of social enterprise/private sector service providers; and (3) Improve enabling environment to support private sector HIV-related goods and services as part of a sustainable national HIV response.

Scope of work

In obligation to Donor’s requirement regarding VAT reimbursement, PATH is looking for a competent and experienced consultant to provide VAT refund services. The detailed SoW as below:

1. Review the project documents and related local laws and regulations on VAT to advise PATH on the best approach/solution on how to obtain the VAT refund.
2. With inputs from PATH, prepare a full VAT- refund - request dossier ready for submission.
3. Proceed with VAT refund process with the relevant authorities (General Department of Taxation of Vietnam, Hanoi Tax Department, etc.) 
4. Following the submission, coordinate with Tax departments to answer questions from and participate in meetings with the Project team and Tax departments, as required.
5. Obtain the official decision from Tax departments regarding PATH’s tax refund dossier.
6. Final report and recommendations.

In parallel with the above tasks, the consultant is also expected to research and introduce to PATH other USAID-funded projects’ best practices on VAT-Refund
