FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV and TB prevention, testing, and treatment; combatting trafficking in persons; COVID-19; anti-microbial resistance; health system strengthening; non-communicable diseases; maternal and child health and nutrition; and diagnostic and laboratory services.
The Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project focused on HIV, global health security, and combatting trafficking in persons using funding from the President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID). EpiC is seeking a qualified and motivated Vietnamese candidate to serve as a (Senior) Technical Officer, Mental Health and Psychological Support (MHPSS) in HIV programming based in Hanoi (preferred) or Ho Chi Minh City.
Main responsibilities:
Technical design, coordination, and implementation (~70%)
- Serve as the technical focal point for mental health and psychological support initiatives within EpiC Vietnam’s HIV programming.
- Develop MHPSS initiatives in HIV programming in collaboration with relevant stakeholders.
- Coordinate with the project MHPSS Taskforce, mental health professionals, government partners, health facilities, community-based organizations, and other stakeholders to implement MHPSS activities and ensure they align with global best practices and complement ongoing initiatives.
- Design and conduct effectiveness studies of mental health initiatives in HIV prevention, care and treatment at EpiC-supported sites.
- Work alongside the Care and Treatment team to organize meetings, workshops, and training sessions as relevant.
Representation (~15%)
- Facilitate relationships and coordinate with stakeholders including USAID, local government authorities, and other international organizations.
- Build and maintain relationships with civil society organizations to implement mental health promotion campaigns for focus populations.
Monitoring, reporting, and knowledge products (~15%)
- Review program data and make programmatic pivots to meet targets and fill service gaps.
- Develop manuscripts, presentations, and job aids, other knowledge products promoting successes, lessons learned, and knowledge gained via MHPSS programming.
- Report and respond to ad hoc requests related to areas of technical expertise.
- Other duties as assigned.
Experience and abilities for the position:
- University degree in social work, public health, mental health, psychology, or related field. An advanced degree is preferred.
- Minimum of seven years’ experience in health project management, communication, and/or mental health.
- Experience with USAID-funded projects and experience in an international NGO working environment desirable.
- Good understanding of working with key populations.
- Strong interpersonal and communication skills.
- Well-developed written and oral communication skills in both Vietnamese and English
- Proficiency in MS office package (Word, Excel, and PowerPoint...).
- Ability to travel as necessary.
