Project Objectives

SI is implementing the USAID Learns Contract. The scope of the five-year project is to support USAID/Vietnam staff and its implementing partners to implement more efficient, effective, and sustainable programs by (1) improving staff P knowledge and skills in Monitoring, Evaluation & Learning (MEL) and Collaborating, Learning & Adapting (CLA); (2) advancing evidence-informed decision-making; (3) strengthening strategic collaboration between staff and local stakeholders.

Background

In mid-2023, USAID/Vietnam will propose an expansion of the INCLUSION project, a $65 million project working in eight provinces in Vietnam. This expansion will expand its geographic coverage and project duration while increasing resources. To secure approval of this expansion, USAID/Vietnam has requested USAID Learns to lead a review of lessons learned and key project revision recommendations from the implementation of INCLUSION to date. These recommendations will be incorporated into the feasibility study submitted by NACCET to the Government of Vietnam for approval of the expansion.

Position Description

USAID Vietnam seeks a Senior Facilitator Consultant to lead the lesson-learning facilitation process, working closely with NACCET and USAID Vietnam. This will involve detailed discussions with a range of local stakeholders in Hanoi, Ho Chi Minh City, and the new activity provinces of Bac Lieu, Ca Mau and Quang Ngai.

Responsibilities

Key responsibilities for the position are as follows.

1.    Report on Project lessons learned and recommendations for modification

• Interview relevant stakeholders (INCLUSION IPs, sub-awardees, GVN partners and other stakeholders) focused on soliciting project implementation lessons learned and recommended project modifications.

1. Note that several of these discussions should take place during the INCLUSION Annual Stakeholder Meeting in Ho Chi Minh City from August 8-10, 2023. The consultant will also be expected to make use of complementary events to conduct interviews, such as the Disability Evaluation Utilization event, timing to be confirmed.
2. NACCET will be responsible for identifying appropriate stakeholders and sharing an invitation letter explaining the assignment.

• Support representatives from NACCET and USAID/Vietnam by participating in site visits to the three new provinces to understand their priorities and recommendations for incorporation into the feasibility study.

1. NACCET will be responsible for arranging local venues, identifying appropriate stakeholders and liaising with them, and sending official invitations to discussion. The consultant will be responsible for preparing agendas, facilitating discussions, and taking detailed notes. Learns will be responsible for logistics, transportation, and interpretation.

• Summarize the findings of these discussions and site visits in a written briefing note no more than ten pages long.

2.    Modified Project Feasibility Study Report

• Facilitate a half-day USAID-NACCET workshop to review findings from the lessons learning engagements discussed above and agree on any necessary project revisions.
• Incorporate agreed project revisions in an updated brief feasibility study, to be reviewed by USAID and NACCET.

3.    Support for GVN approval of the modified feasibility study (if required)

• If requested by USAID and NACCET, provided limited supplemental support to preparation/revision of the full feasibility study and dossier for GVN project approval.

Accordingly, the consultant will be expected to:

• Review all documentation related to the feasibility study.
• Conduct interviews and site visits and produce a report on key findings.
• Facilitate a workshop with USAID/Vietnam and NACCET to agree updates to the feasibility study.
• Update the pre-feasibility study with findings from the workshop, in consultation with USAID/Vietnam and NACCET.
• Support preparation of the dossier for GVN approval if requested by USAID/Vietnam and NACCET.
• Liaise closely with USAID/Vietnam and NACCET on the progress of the assignment.

Qualifications

Required Qualifications:

• A senior professional with at least ten years of experience in development programming.
• Master’s degree in a discipline related to development, political science, social policy, or similar.
• Significant experience in workshop facilitation and qualitative research, especially interviews.
• Experience working with senior stakeholders (donors, implementers, government officials) in Vietnam.
• Fluency in English and Vietnamese.
• Excellent oral and written skills.
• Ability to work independently to meet deadlines and adhere to high quality standards.

Preferred Qualifications:

• Specific experience in programming supporting people with disabilities in Vietnam.
• Knowledge of USAID rules, regulations, and procedures.
