RFQ: Training and procurement support services to health workers at public health facilities in Dong Thap province

Background

We are currently looking for a high quality supplier to provide training and procurement support services to health workers of all public health facilities in Dong Thap province.

Requirements:

1. Assessment of training needs on procurement and bidding at public health facilities in Dong Thap province

a) Content: Conduct assessment of training needs on procurement and bidding at public health facilities in Dong Thap province. Survey at least 4 facilities: Provincial General Hospital; Provincial Public Hospital; 2 District Health Centers (1 remote district and 1 nearby district).

• Based on the assessment results, develop appropriate training programs and materials for health facilities in Dong Thap province

b) Cost quotation: total cost for the assessment and development of training programs and materials according to the procurement and bidding needs of health facilities in Dong Thap province. The document includes systematization of procurement and bidding procedures at health facilities in Dong Thap province.

• Results of the assessment of training needs on procurement of medical facilities in Dong Thap province
• Training program on procurement of bidding according to the needs of medical facilities in Dong Thap province.
• Documents for the training course, including systematizing procedures for procurement of drugs, supplies, and medical equipment for medical facilities in Dong Thap province.

2. Conduct training courses for staff of all public health facilities in Dong Thap province

a) Content: Conduct the training and grant certificates to about 70-80 staff of 26 public health facilities in Dong Thap province.

Training form: directly in Dong Thap province.

b) Cost quotation: Including all costs related to the training: lecturers, training materials, conference hall, accommodation for remote trainees, lunch for trainees, travel support for trainees, certificates...

=> Required products:

• List of participants and certificates for trainees attending the training course.
• Sample training certificate for trainees.

b) Cost quotation: Including training-related costs: lecturers, training materials, certificates... Excluding the cost of the hall, accommodation for trainees from far away, lunch for trainees, travel support for trainees.

Quotation How much is the cost for 1 trainee?

3. Technical support to resolve all procurement and bidding situations arising at all public health facilities in Dong Thap province in 2025.

a) Content: when medical facilities in Dong Thap province have difficult situations arising at all steps of the procurement and bidding process, the unit will support them to resolve them via: phone, zalo or text.

Monthly results will be reported in writing to FHI 360.

Implementation period: from January to December 2025

b) Cost quotation: monthly technical support costs

Submission Requirements

All proposals must be valid for 180 days from the date of submission to allow adequate time for organizational approval.

Required Documentation

Bidding documents may be in Vietnamese or English and include:

• Brief description of the organization, capacity, and ability to provide the required items.
• The license of the unit
• Several contracts have been made with similar content.

Evaluation Criteria

Evaluation Criteria (total score: 100)

• Bidding documents submitted on time: 10
• Capacity of suppliers: 15
• Meet the technical requirements and required content: 35
• Price: 40

Only shortlisted vendors will be contacted.

A purchase order may be awarded in VND to the responsive vendor whose quote is evaluated as most advantageous to FHI 360 (technically acceptable offer and with total highest evaluated score).

All prospective vendors must comply with the safeguarding policies [2] of our organization. Any violations of the policies may result in immediate contract termination without liability for the organization.

• FHI 360 may cancel the solicitation and not award;
• FHI 360 may reject any or all responses received;
• Issuance of the solicitation does not constitute an award commitment by FHI 360;
• FHI 360 reserves the right to disqualify any offer based on failure of the offeror to follow solicitation instructions;
• FHI 360 will not compensate any offeror for responding to solicitation;
• FHI 360 reserves the right to issue an award based on initial evaluation of offers without further discussion;
• FHI 360 may choose to award only part of the activities in the solicitation, or issue multiple awards based on the solicitation activities; and
• FHI 360 has the right to issue amendments to the RFQ at any time.
