Department of the Medical Service Administration, Ministry of Health, Vietnam has been implementing the project on mental health for 2012-2015. Department of the Medical Service Administration is seeking qualified and experienced Vietnamese candidate to work full-time for the position: project officer and project assistant.
1.Overall objective
The fulltime program officer and project assistant will provide technical and administrative support for Department of Medical Service Administration (MSA)-Ministry of Health (MoH) in the implementing project on mental health for 2012-2015.
2.Terms of Reference
2.1.Program officer
2.1.1.Duties and responsibilities
- Assist Project Manager and Coordinator to:
- Develop strategy/action plan for mental health program.
- Develop proposals in detail of activities to implement action plan of project on mental health for 2012-2015.
- Make plan and implementing activities of project.
- Participate on monitoring and evaluating activities of project.
- Write progress reports, report results of project, minutes of meetings, conferences, workshops.
- Develop research proposals on mental health and implement research.
- Develop tools/forms/guidelines for implementing mental health project.
- Interpret, translating relevant documents from English into Vietnam and conversely.
- Participate for other health projects’ activities as requested by the Project Manager.
2.1.2.Requirements
- University degree of Medical Doctor or Public Health (Priority to Master and/or PhD degree).
- Good knowledge on IT and statistical package such as SPSS or STATA.
- Good communication skills.
- Can handle assigned tasks independently with minimum supervision.
- Flexible, resourceful and actively responds to different circumstances.
- Capable of working under time pressure and can manage stress
- Willingness and capacity to travel in country.
- Proficiency in speaking, listening, reading and writing English.
- At least 3 years of experience in working for health projects/programs.
2.2.Project Assistant
2.2.1.Duties and responsibilities
- Assist Project Manager, coordinator and Project Officers to:
- Conduct administrative and financial duties related to all aspects of project implementation.
- Arrange all necessary logistics for the activities of project, such as meeting, conferences, workshops, trainings, field trip ect.
- Maintain effectively communication system and ensure information flow between project and relevant parties.
- Participate in regular monitoring to ensure the quality of the project administration and financial management undertaken in project sites.
- Manage and regularly check project assets to ensure their right purpose of use.
- Provide support for other health projects’ activities as requested by the Project Manager and coordinator.
2.2.2.Requirements
- University degree (Priority to Medical Doctor or Public Health and/or Master, Foreign BA).
- At least one year experience working in health project/program.
- Good computer skills on Word, Excel, SPSS or STATA.
- Good English in speaking, listening, reading skills.
- Good communication and interpersonal skills.
- Ability to work effectively as a team member and with minimal supervision.
3.Salary: by degree.
