The WENARUDEP has a development objective which is: “Rural Poverty alleviation in three mountainous districts of Western Nghe An province” and follows one specific objective: “Improve sustainable rural livelihoods through appropriate and diversified agricultural production and related infrastructures”.
The project, own by DARD is operating in a number of selected poor communes in the 3 districts of Tuong Duong, Con Cuong and Ky Son. It has a liaison office in Vinh. The project office is locate in Hoa Binh, Tuong Duong district in Nghe An.
1. One (1) Engineer on Small Scale Agricultural (Infra) Development Projects (SSADPs)
JOB PURPOSE:
- Task 1: To provide specific advises for the implementation of the Small Scale Agricultural Development Projects (SSADPs), and is responsible for the technical aspects of the SSADP implementation.
- Task 2: To ensure strong ownership of the SSADP by supporting O&M Engineer and PMU in the establishment of sustainable O&M systems, …
- Task 3: To work in coordination with the Senior Engineer in charge of Medium Scale Agricultural Infrastructure Projects (MSAIPs )
- Task 4: General: Support the planning, implementation and reporting activities of the project
Duty 1: The SSADP engineer is providing specific advises to DARD-PMU for the implementation of the SSADPs
Duty 2: The SSADP Engineer assist the O&M Engineer on the implementation of sustainable O&M systems
Duty 3: The SSADP engineer assists the Senior MSAIP engineer to supervise the implementation of MSAIPs
He/she should have a University degree in civil engineering. Five (5) years working experience in in the areas of Infrastructure planning/design and procurement, as well as contract management. Must have good supervisory and negotiation skills. Should have experience in training, supervising and supporting other engineers. Vietnamese national. Must be computer literate with high proficiency in Microsoft windows i.e. MS Word, Excel and Power Point and Engineering related programmes for design, cost estimates, etc. Proficient in written and oral communication in both Vietnamese and English. Prepared to live and work in remote area
2. Two (2) Secretary – Translator / Interpreter positions
KEY RESPONSIBILITIES:
- Translate written official, technical, training documents related to project implementation from English to Vietnamese or vice versa
- Ensure dual simultaneous translation between foreigner and Vietnamese during the field works and in workshops, trainings, project steering committees…
- Ensure the links with the Finance & Admin section finalize mission claims and reports, format official project reports….
MINIMUM PROFILE:
- Bachelor degree in English language, administration, finance, business administration or a related fields. Good command of office software (MS Word / Excel / PowerPoint,). Field experience of minimum 2 years working with foreign agencies working on rural development or education preferably in ethnic minority areas of Vietnam. Good willing to work in a remote rural mountainous area of Vietnam and eager to stay some days in villages when required. Pedagogical skills / ability to facilitate group discussions and to provide training will be considered as assets.
3. One (1) Financial Assistant (Cashier)
JOB PURPOSE:
- Ensure that project staff members are aware of F&A procedure and fully respect the guidelines
- Operate the disbursement of the project
KEY RESPONSIBILITIES
- Preparation of payment vouchers and cheques for approval and signature.
- Settle advance payment as well as liquidation of advance
- Reconciliation of bank statements with project payment records;
- Filing the project cash books and accounting records and daily processing account EXCEL program of Project;
- Guarantee that the expenditure by district project offices, Vinh liaison office is in conformity with the project financial and accounting regulations.
- Assist the Project Accountant in the administration and financial management of the Project and in coordination between Project and the technical sections, district offices and the provincial liaison office.
- Set up the monthly Declaration of Personal Income Tax for Project staffs.
- Follow-up the Vehicle Logbooks and Fuel consumption Logbook of all project vehicles.
- Work and Follow up Social Insurance activities with Nghe An Social Insurance.

MINIMUM PROFILE:
He/she should have a degree in accounting, business administration or at least 3 year of relevant work experience. Three (3) years working experience in rural development projects, preferable with ADO projects. Having training and experience in operation and maintenance. Vietnamese national. Demonstrate capability in developing and conducting technical capacity building for the communities and other partner stakeholders. Must be computer literate with high proficiency in Microsoft windows i.e. MS Word, Excel and Power Point. Proficient in written and oral communication in both Vietnamese and English. Prepared to live and work in remote area
