Position title: National consultant for reviewing technical guideline (Participatory Forest Management and Livelihood Development Plans Formulation)
Background
SUSFORM-NOW Project has developed Technical guidelines and Training Document for Field Staffs (OJT) on “Survey on livelihood and socio-economic conditions using the participatory method”, “Design of field activities at rural areas using the participatory method”, and “Formulating the participatory Forest Management Plan and Livelihood Development Plan”. Using these documents, the Project has supported Commune officers to facilitate villagers of 9 Villages of the 7 Pilot Sites of the Project to formulate Village Development Plans (VDPs) focusing on participatory forest management and livelihood development plans (FMPs and LDPs).
To continue the formulation of FMPs and LDPs at the remaining villages of the present Pilot Sites and for additional future Pilot Sites, it is necessary to review and revise the developed Technical guidelines and Training Document to solve several problems found while applying them in the formulation, such as time consuming procedures, etc.
Job description:
- Study related documents such as the Technical guideline, the Training Document for Field Staffs, and reports of VDPs formulation of each Pilot Site;
- Assess the problems on FMPs and LDPs formulation based on results of relevant surveys, such as the literature survey mentioned above, and interview survey of stakeholders such as Provincial, City, and District Project Management Unit (PMU) members, Commune staffs, villagers and project experts and staffs;
- Identify directions of revising the related documents, including the Technical guidelines and Training Document for Field Staffs through discussion with PMU members;
- Make drafts of revised related documents regarding the identified directions to solve problems assessed;
- Collect comments and opinions on the drafts of the stakeholders by suitable methods such as holding participatory workshop, etc.; and
Job requirement:
Complete the revised related documents both in Vietnamese and English.
- More than bachelor degree in forestry, rural development or related disciplines;
- More than five years’ job experience;
- Fluent in both English and Vietnamese (Required English level is equivalent of TOEFL(ibt) 85, TOEIC 750 or IELTS 6.5);
- Strong analytical and reporting skills;
- Ability to work both as in a team or independently;
- Proficient in computer skills in Microsoft Office (Word, Excel, PowerPoint) etc.;
- Willing to work in a cross cultural environment; and
- Willing to work and travel in Dien Bien Province.
Working period: One and half month from the end of Dec. 2011 or the beginning of Jan. 2012, full-time position
Salary: Determined based upon the experience of the candidate hired. Allowance for housing and meals will be provided for the basis of the employee for outside of Dien Bien province following employ’s cost norm.
Base in: Dien Bien Phu City / Dien Bien Province
