BACKGROUND

The Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID). EpiC Vietnam’s goal is to deliver efficient, affordable, results-based technical assistance and direct services while closing remaining gaps in Vietnam’s efforts to meet HIV epidemic control targets and address the global COVID-19 pandemic.

SCOPE OF WORK

The qualified individuals will be responsible for (1) development of a directory of existing services in mental health and psychosocial support (MHPSS) in Ho Chi Minh City (HCMC) including those targeting the public and specific target groups (specifically healthcare workers) in collaboration and orientation of FHI 360 and Ho Chi Minh city Department of Health and (2) identifying benefits and challenges for use of each service.

The consultant will perform the following tasks:  

• Work with HCMC Department of Health (HDOH), local experts, and EpiC to carry on the determined categorized MHPSS services and the planned output of the desk review.
• Perform desk review, consolidate and verify data/information, and create a directory of services that articulates barriers to use (including costs, requirements, geographic or demographic requirements, etc.) as well as the primary levels of the WHO organizational pyramid covered by the support. This process includes but is not limited to consolidating and synchronizing the existing available database (around 100 service points) collected into a final mapping services product. Targeted services points are licensed private or public psychiatrists and psychiatrists/psychologists working at public health facilities. The directory can go beyond remaining collected services as appropriate within Ho Chi Minh city geography.
• Develop a report that provides a summary of the directory and identifies gaps in services to support the MHPSS needs of healthcare workers.
• Proactively collaborate with HCMC public health facilities and recommended contacts from HDOH including facilitation of HDOH meetings, reviews and final approval of results.
• Collaborate with EpiC technology/design consultants, HDOH on integration of final mapping product into successful digital platforms launch.

QUALIFICATIONS

• Advanced degree in psychology, public health, health sciences, social work, or related fields, preferably PhD level.
• Knowledge of healthcare system and working experience in the field of mental health and psychosocial support; experience working with the HDOH and the mental healthcare network in HCMC is an asset;
• Understanding of the needs of healthcare workers, people living with HIV, gender and sexual minorities, or survivors of human trafficking an asset;
• Experience in desk review and mapping resources within the healthcare system;
• Experience in working with international organizations, public healthcare institutions;
• High degree of self-motivation, ability to work independently with tight deadlines;
• Excellent communication and interpersonal skills; ability to interact with external and internal audiences of various types and levels; Spoken and written fluency required in English and Vietnamese.

FHI 360 is requesting quotations from qualified Vietnamese nationals.  Interested parties must submit the required documentation: 

• CV or Resume
• Cover letter explaining relevant experience working on SHI, modeling costs, working with government officials, operating under international donor regulations, and language skills
• Financial proposal in VND for required services, broken down by deliverable area and articulating the day rate and similar contract of consultancy
