#062: A national STC to provide support in collecting, reviewing, and analyzing country policies, guidelines, strategies, and plans related to the quality of care frameworks with an emphasis on maternal, newborn and child health and noncommunicable diseases and their shared risk factors, as well as mental health.
1. Background
The mission of the WHO Global Noncommunicable Disease (NCD) Platform is to coordinate the United Nations system and mobilize non-State actors to unlock their transformative potential to complement and enhance WHO’s work in supporting governments to develop whole-of-government and whole-of-society responses to address SDG target 3.4 and other NCD-related SDGs.
Global NCD Platform’s strategic initiatives and projects are especially important for exploring opportunities for integrating NCDs into other programmatic areas, including maternal, newborn, and child health services.
The quality of care improvement project to reduce preventable maternal, newborn, and child deaths, and accelerate the achievement of the relevant SDG targets is one of such cross-cutting initiatives, where the Global NCD Platform coordinates the NCD component of the project. Viet Nam is one of the four countries globally undertaking this project. The NCD component is being implemented in Kyrgyzstan, Tajikistan, and Vietnam.
In Viet Nam, the quality of care improvement project is being implemented at both central and provincial levels. At the central level, relevant policy and guidelines are being reviewed and updated for maternal, newborn and child health service. At the provincial level, 4 provinces are selected including Ha Giang, Thanh Hoa , Daklak and Soc Trang with total 4 provincial hospitals and 10 district hospitals being supported for
implementing quality of care improvement. The situation of NCD integration into MCH services is one of the components of this intervention. So the support of this STC to the international consultant (hired by HQ) is requested to review and analyze the country guidelines, strategies, and plans related to the quality of care frameworks at the intersection of MNCH and NCDs.
The purpose of this assignment is to provide support to an international consultant which is recruited by WHO HQ in collecting, reviewing, and analyzing country policies, guidelines, strategies, and plans related to the quality of care frameworks (e.g., structures, processes, outcomes) with an emphasis on maternal, newborn and child health and noncommunicable diseases and their shared risk factors, as well as mental health. This work will feed into a summary report identifying gaps and opportunities for improvement for the integrated delivery of MNCH, NCD and mental health services across levels of care and life course.

3. Work to be performed
Method(s) to carry out the activity:
The selected consultant will work with WHO team and an international expert to produce the following results:
Output: Desk review of relevant country documents in consultation with an international WHO consultant – Collect, review, and analyze Viet Nam country guidelines, strategies, and plans related to the quality of care frameworks (e.g., policies, processes, outcomes) at the intersection of MNCH, NCDs, their shared risk factors and mental health, and prepare a summary document identifying gaps and opportunities to address them through the project interventions within the context of Viet Nam.
Deliverable 1: Assist with the desk review of above documents (including support with translation of relevant materials/information into English as necessary).
Deliverable 2: Support the development of a summary document (up to 10-15 pages) analysing available country evidence on Viet Nam’s situation. The deliverable will include three rounds of feedback from the country NCD focal point, the international consultant, and the Global NCD Platform team.
Deliverable 3: Support the international consultant to conduct a technical consultation with NCD focal points including international consultant and WHO HQ, WPRO and CO in collaboration with the GNP team-HQ to discuss and finalize the summary report for Viet Nam.
4. Specific requirements
Qualifications
Essential:
Post graduate degree in relevant areas including medicine and public health from a recognized university
Desirable:
Qualifications in research methods and data analysis
Experiences:
Essential:
- At least 10 years of working experiences in public health including doing quantitative and qualitative research, monitoring and evaluation.
- Having working and/or research experiences in the areas of non-communicable diseases and maternal and child health areas
- Having working and/or research experiences in the health service delivery system
Desirable:
- Working experiences in health sector and with international agencies/UN partners
- Working experiences in research in the field of health service delivery
Technical skills and knowledge:
Knowledge and basic skills in qualitative and quantitative research, including data collection, analysis and writing report, in monitoring and evaluation of public health interventions.
Ability to interact with health and other professionals at various levels and to work with government officials and nongovernmental organizations.
Language requirements:
Excellent knowledge of spoken and written English and Vietnamese
