Job description and Required Skills/Experience
|
We are looking for experts working for the “Strengthening Public Financial Management in Viet Nam” project (SPFM-Project).
The SPFM-Project, co-financed by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ), is scheduled from October 2022 to September 2026 aiming to support Vietnam in public financial management with three specific objectives:
1. Improving state budget management and revenue forecasting;
2. Enhancing management of public debt;
3. Enhancing tax environment and revenue mobilization.
The job descriptions and required qualifications for the positions needed are as below.
National Pool Manager (01 position) – FULL TIME (over the next 2 years)
Tasks of the Pool Manager:
- Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting national and international experts
- Overall responsibility for the services of the contractor
- Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project
- Taking cross-cutting themes into consideration (for example gender equality)
- Ensuring that monitoring procedures are carried out
- Regular reporting in accordance with deadlines
- Supporting the project team in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase
Qualifications of the Pool Manager:
- Education/training: University degree in economics, administrative sciences, social/political sciences, or public finance
- Languages: Knowledge of English, C2 in the Common European Framework of Reference for Languages
- General professional experience: 10 years of professional experience
- Specific professional experience: 5 years of professional experience in public financial management in Viet Nam
- Working experience with the Ministry of Finance
- Leadership/management experience: 6 years of management experience in development cooperation projects or leadership in companies or public institutions
National Expert Pool in State Budget Management and Revenue
Forecasting (03 positions) -PART-TIME and INTERMITTENT
Tasks of the experts:
- Provision of advisory in the fields mentioned under specific experience
- Preparation and implementation of in-country missions
- Design and delivery of capacity development measures
- Reporting on activities
Qualification of the experts:
- Education/training: Master’s degree in public finance, economics, law, social, political sciences and administrative sciences or related fields
- Languages: Knowledge of English, C1 in the Common European Framework of Reference for Languages
- General professional experience: 10 years of professional experience in state budget management
- Specific professional experience:
- 5 years of professional experience in the field of medium-term budget planning/budget management at national and sub-national level and/or
- 5 years of professional experience in the field of budget transparency and/or
- 5 years of professional experience in the field of Revenue Forecasting
- Regional experience: work experience in Southeast Asia (region)
- Development cooperation (DC) experience: each expert with 5 years of experience working on DC projects
National Expert Pool in Debt Management (03 positions) - PART-TIME and INTERMITTENT
Tasks of the experts:
- Provision of advisory in the fields mentioned under specific experience
- Preparation and implementation of in-country missions

Qualification of the experts:
- Education/training: Master’s degree in public finance, economics, law, social, finance, political sciences and administrative sciences or related fields
- Languages: Knowledge of English, C1 in the Common European Framework of Reference for Languages
- General professional experience: 10 years of professional experience in debt management
- Specific professional experience:
- 5 years of professional experience in the field of debt strategy planning/portfolio management and/or
- 5 years in macro-fiscal analysis, statistical models and/or tools for debt analysis and management
- 5 years of professional experience in the field of fiscal risk management
- Regional experience: work experience in Southeast Asia (region)
- Development cooperation (DC) experience: each expert with 5 years of experience working on DC projects
National Expert Pool in Tax Environment and Revenue Mobilization (3 positions) - PART-TIME and INTERMITTENT

- Development cooperation (DC) experience: each expert with 5 years of experience working on DC projects
National Expert Pool in Information system (02 positions) - PART-TIME and INTERMITTENT

Qualification of the experts:
- Education/training: Master’s degree in information technologies or related fields
- Languages: Knowledge of English, C1 in the Common European Framework of Reference for Languages
- General professional experience: 10 years of professional experience in information system development
- Specific professional experience: 5 years of experience in developing and working with IT applications for the Vietnamese public sector
- Regional experience: work experience in Southeast Asia (region)
- Development cooperation (DC) experience: each expert with 5 years of experience working on DC projects
