Oxfam is currently developing an exciting and ground-breaking program aimed at building climate resilient and sustainable livelihoods, particularly for poorest rural communities in Vietnam.
Specific objectives of the program include:
- Develop diversified and resilient rural livelihood options that result in increased income and capacities to respond effectively to hazards
- Ensure that poor men and women are timely informed about climate risks and empowered to make right choices and decisions to safeguard their lives and interests
For this challenging program we are looking for an experienced and dynamic Vietnamese citizen to fill the following position:
Re-advertised: Disaster Risk Reduction/Climate Change Adaptation (DRR/CCA) Program Officer (Oxfam Hong Kong)
The DRR/CCA Program Officer leads the design and implementation of the above mentioned program in target provinces and at national level.
Reporting to: Rural Livelihoods Technical Manager (Oxfam Hong Kong)
The post will be based in our Hanoi office with frequent travel in Vietnam (Dak Nong, Nghe An and Quang Tri provinces) and the region.
Job Specific Competencies
- University degree, preferably on rural development and agriculture. Further specialization on climate change resilience, climate/meteorology information management and sustainable rural livelihood are desired.
- At least 5 years proven experience of managing development program/project related to rural livelihoods, climate change adaptation, crop suitability projections, integration of climate information in rural development and related domains.
- Highly innovative strive and capacity to promote new initiatives.
- Technical knowledge on designing and managing disaster risk management, CBDRM, participatory capacity, vulnerability analysis (PCVA), and climate change adaptation projects.
- Working experiences of integrating DRR/CCA into Livelihood and other development program
- Practical experiences on developing and conducting DRR/CCA related training
- Practical knowledge for working with the national and sub-national CFSC, Red Cross, Mass organizations and government department and current national Working Groups related to the position.
- Working experience with NGOs or international development organization is preferable
- Sound experience in resource management e.g. people, finances, assets
- Good understanding and practical experience in application of equity issues (Gender and Diversity)
- Familiar with advocacy work at local and national level
- Fluent in written and spoken English and Vietnamese
- Research, communication and training experience will be an asset
- Able to travel (at least 30% of total time) to program/project areas
Gross Annual Salary Full Range: US$20,300 – US$26,900
