The Swiss Cooperation Office for Vietnam (SCO) is the representative of the Swiss Agency for Development and Cooperation (SDC) and the Swiss State Secretariat for Economic Affairs (SECO). It is responsible for the coordination of the Swiss Development Cooperation of the Swiss Government in Vietnam.
They are seeking a high qualified team consisting of one international consultant (team leader) and one national consultant to carry out a Mid Term Review (MTR) for their project “Monitoring & Evaluation in Support of Management in the Agriculture and Rural Development Sector” (MESMARD). The mission will take place from 20 September to 31 October, 2012 in Hanoi with field visit. The team leader of the MTR is expected to reserve 3 days in the 3rd week of July to support the Outcome and Quality Assessment study. The criteria for selection include experiences in results based management; good understanding of the overall context and dynamic of the reform in planning and monitoring and evaluation (M&E) of the government of Vietnam; good understanding of the agriculture and rural development sector at all levels; have track record in program/project M&E. Besides, other aspects will be taken into consideration such as cost, quality of application (readability, structure, completeness), good references, good understanding of the assignment. You are encouraged to provide a short assessment (max 2 pages) of the TORs and provide concrete idea on how you will carry out the assignment, including support required to the Outcome and Quality Assessment study (for the team leader only).
