VVOB is looking for a consultant (or team of consultants) to carry out an evaluation campaign for the communication activities of BAMI project: “Mitigating Preschool Children’s Barriers to Learning in Disadvantaged and Ethnically Diverse Districts”
About BAMI
The BAMI programme centres on strengthening the professional development of teachers and school leaders in early childhood education (ECE) in three provinces with disadvantaged and ethnically diverse districts in Central Vietnam, with the following specific objective:
Preschool teachers in disadvantaged and ethnically diverse districts of Kon Tum, Quang Nam, and Quang Ngai provinces in Central Vietnam have the competences to improve the quality of learning for all 3- to 5-year old children in preschools.
About BAMI Communication activities 2021
From May 2021 – Nov 2021, VVOB is running a communication campaign that aims to raise awareness, share the good practices, and promote the implementation of the programme’s achievements (mentioned in the 2.3 section - see the attached Terms of Reference). The campaign includes:
PR:
- Publishing PR news and Op-ed articles on mainstream media in Vietnam e.g., Giaoduc&Thoidai, Vietnamnet, Dantri, Bao Moi, etc. (expected to be at least 36 articles till 2021 end, excluded re-aired)
- Influencers of educational sectors publish VVOB messages on their Fanpages.
(expected to be around 12 KOLs posts till 2021 end) - 4 Media releases to announce VVOB’s important events till end 2021 (each release creates media releases at around 15-20).
- 3 Media workshops
Broadcasting:
- 3 VTV1 reportages (already published: 2 reportages on Gender and POM topics)
- 4 VTV2 programmes reportages (already published: 1 reportage on POM topic)
- 1 Talk show/ conference talk (expected to happen in Oct-Nov)
Evaluation objectives
- To help the programme operation and especially communication operation to understand the BAMI programme’s target audiences better in term of awareness, perception, and behavioural changes after the 5 years of programme implementation and after the communication campaign. In short, the consultancy needs to deliver insights about:
- Target audiences’ perception of the BAMI programme and VVOB as an organisation
- Target audiences’ perception of BAMI’s achievements as explained in section 2.3
- Target audiences’ awareness about the communication campaign/activities of VVOB
- Communication campaign’s impact on perception changes of the target audiences
- Room for improvement regarding external communication to raise awareness, share good practices and promote the implementation of the programme’s achievements
The target audiences of the evaluation are consistent with the target beneficiaries of the BAMI programme: Education Government officers at district, provincial and national level, Preschool leaders, Preschool teachers, and parents of preschool children (this last target group however is not a big focus in BAMI programme)
