Consultant to organize training course on enhancing communication skills for school health workers

and teachers of secondary schools in Giao Thuy district, Nam Dinh province

Introduction

Orbis is a leading NGO that has been a pioneer in the prevention and treatment of blindness for over 40 years. Orbis transforms lives by delivering the skills, resources and knowledge needed to provide accessible quality eye care. In Vietnam, Orbis has been providing the highest level of expertise to support the development of eye care services and blindness prevention– especially in the areas of pediatric eye care and uncorrected refractive errors (RE). Since 2015, Orbis has worked to strengthen the eye health system in the country, focusing on the quality of services and human resources.

The project - ‘Increasing accessibility of the quality refractive and optical services in Giao Thuy district, Nam Dinh province’ aims to contribute to reducing the prevalence of visual loss and blindness among secondary school children by strengthening the local capacity on vision screening and refractive examination, provision of free of charge and subsidized eyeglasses and referrals for school children in 23 secondary schools in Giao Thuy district; improving the quality of pediatric eye care services; and raising awareness of teachers, students, parents and society on the importance of eye care and good practice for healthy vision. To improve the communication capacity of the staff in 23 secondary schools in Giao Thuy district, Nam Dinh province in eye care, Orbis is looking for a qualified consultant to conduct training for project schools’ staff in Giao Thuy district, Nam Dinh province in October 2023.

Purpose

To develop training materials and tools for communication, conduct training courses and providing supportive monitoring on improving communication skills for teachers and school health workers at secondary schools in Giao Thuy district of Nam Dinh province t from October – December 2023.

Scope of Work

The consultant will work closely with Orbis to carry out the following tasks Develop contents for the training course on communication skills for schools, including

Materials used in trainings which demonstrate knowledge, methods, skills and practical guidance on behavior change communication (individuals and small groups); conducting communication events at school (extra-curriculum activities such as developing and performing plays, painting competition, Q&A contest, quizzes, eye-care festivals, etc.; developing school-based communication groups; integrating eye care messages into extra-curriculum classes or related basic subjects; increasing the effectiveness of talk “under the flag”; .... And other diverse forms of communication (if any) ).Training materials include pre- and post-study assessments

- Communication tools or products used in training and implementing communication activities at schools, for example: flip charts, flyers, posters, booklets, etc. Or media products that convey basic messages such as: the importance of healthy eyes, common eye problems in school age (refractive errors, common eye injuries, habits that help to protect eyesight, notes on school eye care...). Products/tools can be synthesized, adapted, and developed from available documents from Orbis, others NGOs and organizations operating in the field of school eye care

• Deliver trainings to 23 schools, two staff per school, in Giao Thuy district, Nam Dinh province. In total, there are 2 trainings to be done in November. The tentative agenda as below.

• Write training report with best practices/recommendations that may be used in future programming.
• Provide supportive monitoring for the organization of the communication activities at schools and an evaluation report on the implementation of these activities with recommendations on the initiatives and best practices to be adopted in the future./
• Directly accountable to the Program and Communications Officer and the Country Director during this consultancy period.

Timeframe

The assignment is expected to begin from the 02 October – 30 December 2023 based on the mutual agreement of planning and activities as below.

Note: The timeframe for the evaluation activities is flexible depending on the working plan of the schools but will be completed before 20 December 2023.

Roles and Responsibilities

Orbis

• To assign focal point to communicate with the consultant before, during and after the training.
• To provide inputs to meeting and tools (if any).
• Coordinate with local partners to prepare logistic arrangements for the trainings and provide other supports as needed by the consultant.
• To make on-time payment as committed with the consultant.

Consultant

• To regularly communicate with Orbis’s focal point to prepare for the work.
• The consultant will collaborate to conduct the activity and fieldwork as committed plan.
• Draft reports and submit to Orbis after the work completed.
• The duties must be carried out with due diligence and efforts so as to protect at the highest possible level the legitimate rights and interests of Orbis Vietnam.
• The Consultant must take legal responsibility for the quality as well as legality of the consultancy services to be provided according to the laws of Vietnam.
• The Consultant must be responsible for the professional quality, technicality, accuracy, and timely completion of his/her work.

Payment and Budget

The fee for consultant team will be negotiated and applied in accordance with Orbis’s Vietnam regulations. 

Travel related costs to the field (as needed and agreed with Orbis) will be paid based on the actual costs.

Required Qualifications, Skills for consultant

• Academic Qualification: Bachelor’s degree or higher.
• Experience: A combination of minimum 5 years of experience in organizing and facilitating school-based communication activities and delivering trainings on communication at community.
• Willingness to travel.
• Ability to work in team spirit and have good communication skills.
• Creative
