1. Introduction:
Plan International is an independent development and humanitarian organisation that advances children’s rights, with a special focus on equality for girls. Our work supports marginalised children and youth, especially adolescent girls, to start life and grow up physically and mentally healthy and as adolescents so they are leading the way to shape their own future. Plan International Vietnam (PIV) is carrying out a 3-year project named “Protection of girls and boys from cyber bullying and gender-based cyber violence” from 2021 – 2024. The proposed project aligns well with the “National Plan for Cyber Security and Support Healthy Online Interaction for Children, 2021-2025", approved by the Vietnam Prime Minister in Decision 830/QD-TTg, dated June 1st, 2021. The project will be conducted at both national and provincial levels in which Quang Binh, Kon Tum provinces are locations of the project.
The project goal will be achieved through three (03) outcomes: (1) Adolescents, particularly girls and vulnerable groups, have enhanced collective agency to protect themselves and others from cyber bullying and gender-based cyber violence; (2) Families, schools and communities have established protective mechanisms to protect children, especially girls and vulnerable groups, from online abuse; (3) Government authorities, media agencies and IT service providers have effective prevention and response measures to ensure children’s safety on cyber spaces.
2. Purpose of consultancy:
In Plan International’s projects, members of Youth Advisory Committee (YAC), Children’s Councils (CC) and Champion of Change Clubs (COC) received foundational trainings on soft skills for policy analysis, advocacy and influencing skills, human-centered design and safe campaigning. Under this project, we aim to foster seed grants and more importantly to promote self-confidence, capacity and agency of children, adolescents and youth (CAY) at their schools and communities. Writing proposals (simple and short papers) is important for YAC, CC and COCs so that they can learn, lead, decide and thrive.
The consultant(s) is expected to develop training materials and implement 02 online training sessions on writing proposal for small-scale projects for selected members of YAC, CC and COC in the province/district levels. Trainees will then cascade their knowledge and skills to their fellow members and, together in the group, they will practise writing proposals and submit for funding from seed grants. In long-term, it is expected that these groups will submit their proposals to other funding sources (other agencies, schools, commune or district authorities) beyond the project seed grants.
3. Key deliverables:
The consultants/ experts are expected to provide the following key deliverables:
- A set of training materials on writing proposal for small-scale projects;
- 02 two-day training courses on writing proposal for small-scale projects;
- A final training report submitted, including pre/post-training assessment
4. Timeframe: The consultancy is estimated to be undertaken within 22 working days during the period of May 2022 and to be completed by June 2022. A detailed timeline will be worked out jointly with the consultants after recruitment.
5. Location: The consultancy will be conducted in Hanoi.
