The Project of Adaptation to Climate Change in the Mekong Delta in Ben Tre province (AMD Ben Tre) is loaned and granted by International Fund for Agriculture Development (IFAD). Its implementation period is between 2014 and 2020. At present, PCU Ben Tre would like to seek expectation of international qualified consultant in the field of credit and microfinance for rural poor. The international consultant is required to carry out the following assignments:
1. Duties and reponsibilities
- Study the legal documents related to microfinance activities in Vietnam, AMD’s objectives in establishment and development of rural finance services for the beneficiaries; refer to the experience of the best practices of both national and international microfinance institutions (MFI) in order to develop the business plan and the development strategy of the Social Fund managed by Women’s Union.
- Study and evaluate the capacity of organization and management under the current Social Fund of Women’s Union.
- Study and develop the Business Plan and the Development Strategy of the Social Fund period 2015-2020 and draft the roadmap for transforming the current credit networks into a registered and sustainable Microfinance Institution.
- Provide training on implementation of the Business Plan and Development Strategy in order to create thorough understanding for key staff of the Social Fund to better implement the practical assignments.
2. Working period of time and reporting: 4 weeks, starting from March 2015. The selected consultant shall directly report his/her work and output to Project Director.
3. Conditions and qualifications of the expected Consultant::
- Possessing a postgraduate diploma majored in one of the following: Banking, Finance, Business Administration, Development Management or relevant majors;
- Having over 10 years of international experience in microfinance, banking and understanding about the Vietnam’s microfinance situation;
- Having experience in developing plans and strategies, business, and organization development;
- Having experience in working as consultant for Programs/Projects funded by IFAD.
