on the health facilities’ health information management system

Project Background and Objectives:

PATH is a global organization that works to accelerate health equity by bringing together public institutions, businesses, social enterprises, and investors to solve the world’s most pressing health challenges. With expertise in science, health, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales solutions—including vaccines, drugs, devices, diagnostics, and innovative approaches to strengthening health systems worldwide.

PATH is working with Vietnam Administration of Medical Service (VAMS), a department under the Ministry of Health (MOH), to implement a project named Strengthening Oxygen Utilization and Respiratory Care Ecosystems (SOURCE) with 4 main activities: (1)  development of a guideline to help health facilities establish a medical oxygen system that meet medical service demand; (2)  development and deployment of an eLearning platform and eLearning program on respiratory intensive care for health workers; (3) conducting an oxygen demand study at health facilities; and (4) development and deployment of an on-line platform to monitor types and quantities of medical devices, human resources, and technical capabilities at health facilities (or, an electronic system for health facility indicators monitoring [ESIM]).

Under activity 4, PATH and VAMS have conducted a survey to understand current status of health information management systems at health facilities. The results of the survey will help develop and optimal ESIM mentioned above.

PATH is looking for a consultant who will conduct the data analysis and report writing related to the survey.

Roles and Responsibilities

1.         Clean the dataset and make the dataset ready for analysis

• Check the dataset for error/invalid data, logic discrepancies… then list the errors by facility. For example, create the list of facilities with invalid health insurance code/id, create the list of facilities with invalid GPS…
• Extract and merge data from multiple choice questions to new data tables.
• Remove duplicate data entries.

2.         Conduct survey data analysis

Analyze the dataset and visualize analysis results, with emphasis on the below areas:

• Describe the number and proportion of health facilities participating in the survey by province, facility type, level and classification...
• Describe and visualize how facilities manage human resource data (i.e. the number and % of facilities that manage human resource data by software, electronic files or paper etc...)
• Describe and visualize how facilities manage drug (i.e. the number and % of facilities that manage drug by software, electronic files or paper etc...)
• Describe and visualize how facilities manage medical devices (i.e. the number and % of facilities that manage medical devices by software, electronic files or paper etc...)
• Oxygen system and consumption management

o   Describe and visualize the number and proportion of health facilities with and without oxygen by health levels, provinces, etc...
o   Among health facilities (HF) using oxygen:

1. Describe the number and proportion of HFs with and without centralized oxygen systems.
2. Describe oxygen sources available at HFs by provinces, health levels...
3. Describe how HFs manage and monitor oxygen consumption (e.g. what system is used to monitor/manage oxygen consumptions, how frequently oxygen consumption is recorded, etc...)

• Extract data to dummy tables appropriate for the report.

Note: Above are some examples of key analysis areas. These areas may change depending on the project’s need and request

3.       Survey report writing

• Develop the survey report framework.
• Write the survey full report.
• Develop a presentation to summarize key survey results and recommendations

Proficient in using data analysis and visualization tools such as R, Python, Power BI to analyze and present results.
