Consultancy Services for IPSARD’S Project

The Australia – Vietnam economic reform (Aus4Reform) program works with the Vietnamnese Government to boost productivity and competiveness in Vietnam by supporting the developmentof quality policies, laws, and institutions through advocacy, consultation, and by strengthening the evidence base for economic policies – drawing on intermational exxerience and expertise, especially from Australia.

Aus4Reform aims to help the GoV achieve these objectives via 05 components:

• Building more competitive and transparent markets and business enabling environment

• Ensuring markets operate competitively in consumer and national economic interests

• Facilitating the restucturing of the rural economy

• Greater business and women’s voice in investment climate and economic restructuring issues

• A flexible fund to respond to emerging bottlenecks to productivity growth and innovation

The Ministry of Planning and Investment (Central Institute for Economic Management) is the governing body and coordinator of the Program. Implementing agencies of the Program include: Ministry of Industry and Trade (Vietnam Competition and Consumer Protection Authority); Ministry of Agriculture and Rural Development (Institute of Policy and Strategy for Agriculture and Rural Development), Vietnam Chamber of Commerce and Industry, Central Economic Commission, Economic Committee of the National Assembly and some localities.

The project on A study to propose measures for the improvement of policies and institutions supporting agricultural commodity markets devevelopment implemented by the Institute of Policy and Strategy for Agriculture and Rural Development aims to provide general information, assisting the Central Economic Commission to summarize the implementation of Resolution no.26/NQ-TW dated 5/8/2008 on agriculture, farmers and rural areas and to develop new resolution. The project is looking for 05 national consultants as follows:

1. Review international experiences on market policies for agricultural development [1]

2. Review international experiences on supporting institutions for well-functioning agricultural commodity markets [2]

3. Review current situation of market policies for agricultural development in Vietnam [3]

4. Review current situation of institutions supporting for agricultural commodity markets [4]

5. Write synthesis report and policy briefon improving market policies and institutions for agricultural development in Vietnam [5]
