Scope of Work:
MRC-GIZ Cooperation Programme is preparing a Joint Project in the 3S sub-regions between Cambodia, Laos, and Viet Nam. This project, therefore, calls for a consulting company to conduct assessment and identify measures for a joint project for transboundary cooperation for sustainable water resource management in the Sekong, Sesan and Srepok (3S) sub-basins in the Lower Mekong Basin in cooperation with the Mekong River Commission (MRC).
Main Tasks:
The specific tasks/activities have been grouped into five work packages (WP). The contractor will provide the following services:
- Conduct data collection in the 3S sub-basin in Sesan of Cambodia, Sekong of Lao PDR and Seprok of Vietnam, and data analyse as part of a Basin Diagnostic Analysis.
- Develop a digital reference map for the 3S sub-basin including the integration of all collected data and analyses as a common internet-based georeferenced database to support decision-making processes.
- Establish transboundary steering mechanisms and prepare implementation agreements including the terms of reference for the national working groups and the regional steering committee in the 3S sub-basin.
- Design and conduct capacity development measures for the national working groups.
- Define joint priorities on transboundary measures and propose measures for future joint project design for three countries for the 3S sub-basin for future transboundary cooperation with regard to sustainable water resource management and climate change adaptation.
