Terms of Reference

1. Summary

Title: Consultancy: Development of a GIS mapping methodology and training for a Forecast Based Financing Project on Heat waves in Hanoi - Vietnam

Position: 1 local consultant / consultancy team

Duration & timing: a maximum of 27 days during the period from the 01/08/2018 until the 31/12/2018

Duty station: Home and/or GRC office and workshops in Hanoi

Reporting: German Red Cross Head of Project Office in Vietnam

2. Background

Vietnam is considered as one of the most hazard-prone areas in the Asia Pacific Region, susceptible to typhoons, floods, droughts, heatwaves, landslides, forest fires and is one of the five countries in the world potentially most affected by climate change. Climate change is likely to increase the frequency and intensity of the hydro-meteorological disasters that Vietnam faces including heat waves which are a significant public health hazard particularly for the vulnerable populations such as elderly, children and street workers. In Hanoi, in recent years, the average daily temperature has risen, likely resulting from climate change and urbanization. Over five years from 2008 to 2012, 175 single days were observed in Hanoi with maximum temperature exceeding 35oC. Heat waves are associated with a 20% increase in hospital admissions for all causes and 45.9% for respiratory diseases. The Asia-Pacific region is already home to almost a third of the world’s elderly people and by 2050 Vietnam is likely to have over 30% of its population in the 60+ age group.

Over the last three years, from 2016-2018, the German Red Cross (GRC) and the Vietnam Red Cross (VNRC) have gained experiences in GIS based risk mapping in urban context. A QGIS based mapping methodology has been developed and the QGIS maps designed with this new methodology have gained in accuracy. In 2018, the GRC and VNRC start a new project funded by Marga and Walter Boll Foundation, Volkswagen Group and Federal Foreign Office (FFO) named “FbF ready” which aims at reducing heat waves impact on the vulnerable populations of Hanoi through VNRC capacity building in Forecast Based Financing (FbF) for anticipatory humanitarian actions. In this project the GRC and VNRC aims at developing disaster profiles of Hanoi for heatwaves and at targeting districts/wards and populations for project implementation through mapping, and through the provision of well-adapted to need training courses for VNRC staff on how to develop those maps in urban contexts. The maps will compile several layers of “underlying causes of impacts of heatwaves” (vulnerability) and layers of exposures to extreme heat.

3. Purpose

GRC is seeking for a local consultant / consultancy team to:

• Review current GRC risk mapping methodologies and tools,
• Develop a training material GIS based for disaster profile mapping in urban context (targeting),
• Train national Red Cross staff to develop GIS maps with GIS manual guideline, and
• Provide technical support to the Red Cross staff for the development of GIS impact forecast maps on heat waves in Hanoi.

4. Scope and the methodology

The local consultant / consultancy team shall undertake a study which is expected to capitalise on the challenges and successes encountered so far in the use of the QGIS methodology developed by GRC and VNRC. The expected audiences will be RC staff, local authorities and NGOs. The consultants will generate solid and comprehensive recommendations as a basis for the development of a user-friendly methodology. The methodology should aim at:

• being replicable for any kind of disaster (floods, storms, drought...)
• providing the option to compile several layers of vulnerability and exposure and to weight (attribute importance or value) to a specific layer.
• Being at ward level

After a testing phase of the new methodology in 3 at-risk districts in Hanoi, the consultant(s) will finalize the methodology based on the lessons learned by the Red Cross staff and local authorities.

The consultant/ local partner will:

• Meet with GRC team to review the GRC existing methodologies of GIS based risk map
• Develop a practitioners’ hand-book and instruction video guidance (both in English and Vietnamese) on the use of the GIS software for impact forecast mapping
• Prepare training materials and outlines for Red Cross staff to develop disaster profile maps
• Facilitate the two trainings of Red Cross staff to develop impact forecast maps
• Support the finalization of impact forecast maps in Hanoi on heatwaves

5. Outputs/ deliverables

• A simple practitioners’ hand-book (in English and Vietnamese) explaining the use of the GIS software selected for the methodology (by the 15th of October 2018).
• Training materials and training outlines in Vietnamese for training Red Cross staff to develop disaster profile map
• Training report
• Instruction video guidance (both in English and Vietnamese)
• Final GIS based targeting map for the FbF heat waves project

6. Requirement

The potential consultant shall have the following skills and experience.

• Strong background, technical skills and competencies in GIS mapping
• Experience in training and facilitating group
• Basic knowledge and experience in disaster risk management and disaster preparedness
• Basic knowledge in weather forecast
• Previous experience working with the Red Cross Red Crescent is preferred
• Excellent communication and documentation skills in Vietnamese and English

7. Consultancy Management

The consultant will officially report to the GRC. The GRC delegate will be responsible for the coordination with GRC, VNRC and other relevant stakeholders.

The financial offer should propose:

- a daily rate all-inclusive which includes: all taxes, transport & accommodation cost if any, etc.
- a total rate all-inclusive which clearly states the number of working days to produce the deliverables listed in section 5
