The Proposal shall be submitted in a sealed and stamped envelope, the outside of which should be clearly marked: Proposal-[Consultant’s Name]-FY23-1067 BCA“Developing the software to integrate the spatial monitoring and reporting tool SMART- DO NOT OPEN BEFORE DEADLINE OF SUBMISSION.
