TERMS OF REFERENCE
SHORT-TERM CONSULTANT IN COACHING THE ASSOCIATION OF
SMALLHOLDER FOREST CERTIFICATION GROUPS OF QUANG TRI TO PREPARE
FOR THE FSC AUDIT 2021 - 2025
1. Preamble
MCNV cooperates with the Association of Smallholder Forest Certification Groups of Quang Tri (Quang Tri SFCG Association) to implement the project “Promoting sustainable partnership between CSOs and enterprises for sustainable forestry management in the context of climate change” (PROSPER project) in Quang Tri province. The project is implemented in three years, from 2020 to 2023, and aims to increase the participation of household forest owners in forestry development to minimize the impacts of climate change in Vietnam, through (i) promoting the participation of household forest owners in implementing sustainable forest management, monitoring REDD+ and PFES, and (ii) strengthening cooperation between enterprises and groups of household forest owners in two supply chains of FSC certified acacia and tung oil.
In 2021, Quang Tri SFCG Association will apply for the main FSC certification audit 2021–2025. In order to enable the Association, sub-associations and its members in preparing for the FSC audit, MCNV invites an external consultant to support the Association in the period of July 2021 to the end of September 2021. This ToR aims to clarify the objective, responsibilities, expected results and workplan related to this consulting mission.
2. Objective
The key objective of this consulting mission is to facilitate Quang Tri SFCG Association in pre-FSC audit for the period of 2021-2025.

The total number of days the consultant has to work for this mission is 53 days.
5. Requirements and responsibilities
* Professional requirements
- Have at least 5 years of experience working in the field of sustainable forest management and FSC forest certification;
- Priority is given to consultants with experience working in Quang Tri province or those who used to work with the SFCG Association in the past.
* The consultant’s responsibilities:
- Fully and properly carry out the workplan specified in Section 4.
- Regularly exchange information and openly discuss with the staff of MCNV Office in Quang Tri during the implementation of assigned tasks.
- Do not use the content, images, and data collected in this consulting misison for other purposes without the consent of MCNV.
* MCNV’s responsibilities:
- Provide the consultant with information related to the PROSPER project that MCNV is implementing in Quang Tri.
- Collaborate with Quang Tri SFCG Association to organize related activities and logistics to help the consultant work smoothly in the mission.
- Coordinate with the consultant to make acceptance and payment procedures after the consultant completes the assigned work.
6. Contract procedure

The dossier includes: letter of interest, CV and summary of technical proposal that the Consultant intends to apply (methods of implementation and cost proposals).
Deadline for receipt of applications: June 30th, 2021.
After receiving applications of consultants, MCNV will conduct a selection process based on the consultants’ experience, capacity and cost requirements. MCNV will soon notify the consultants about the selection results. After that, MCNV will negotiate with the selected consultant on related responsibilities and costs to serve as the basis for signing the contract between the two parties. The two parties will also set up procedures for contract liquidation after the consulting work is completed and fully reported to MCNV./.
