Calls for Expressions of Interest to Upgrade Software for the
Management of Centralized Drug Supply And Payment systems
under the Social Health Insurance Fund
1. Background
Analyses of drug cost in general and defined daily dose (DDD) drug use helps Health Facilities and the Vietnam Social Security agency (VSS) manage, pay, and use drugs appropriately as necessary and ensure effective use of the health insurance fund. To support such analyses, the software for the management of SHI drug supply and payment was developed and integrated into the VSS’s Health Insurance Information Verification System. This specific software has brought a high efficiency in managing the drug supply in recent years.
To meet the current demand, the existing software needs to be upgraded and expanded with additional components related to drug management, drug cost analysis, and the development of procurement plans for SHI-listed medicines. The software will connect all SHI Health Facilities, suppliers, the National Centralized Drug Procurement Center (NCDPC), the Vietnam Administration of HIV/AIDS Control (VAAC), and other relevant agencies at central and local levels.
2. Objective
To update/upgrade a web-based software application integrated into VSS’s Health Insurance Information Verification System, connecting all SHI healthcare facilities, awarded drug suppliers, NCDPC, VAAC, and relevant agencies at central and local levels.
3. Scope
The software is implemented at and used by Health Facilities, Provincial HIV/AIDS Prevention and Control Agencies (PAC), Provincial Social Security (PSS) on a national scale, VAAC, and VSS.
4. General requirements
Develop data input, process, and management fields/modules for users and managing authorities at Health Facilities, PSS, PAC, VAAC, and VSS
The data management fields will relate to the following functions:
- ARV management;
- Drug cost analysis ;
- Defined Daily Dose (DDD) analysis for selected drugs;
- Procurement plan development; and
- Others, specified in the scope of work
5. Deliverables
- Updated/upgraded software, installed at the national level with a procedure in place to roll it out to other (sub) national entities
- User implementations and management instructions
- Module-specific technical documentation
- Client acceptance notes for each module/component
6. General requirements for subcontractor’s capacity and experience
- The subcontractor must have at least 03 years of experience in software development.
- The subcontractor must have produced at least 05 web-based software packages of similar size in the last 03 years.
- The subcontractor is not in any process of litigation or disputes in court.
7. Expression of Interest
The LHSS Vietnam project, funded by USAID and managed by Abt Associates, will assist VSS in upgrading and expanding the software to manage centralized drug supply and payment at the national level. Thus, we are looking for a professional company specializing in software development and implementation.
