Background information
Family Health International (FHI 360) is a non-profit international development organization dedicated to improving lives through integrated and locally driven solutions. FHI 360 works in health, education, nutrition, environment, economic development, civil society, gender, youth, research, technology, communication, and social marketing etc. Headquartered in Durham, North Carolina, FHI 360 serves more than 60 countries and all U.S. states and territories. FHI 360’s work is grounded in research and by advancing science, strengthened by partnerships and focuses on building the capacity of individuals, communities and countries to succeed.
The Fleming Fund Country Grant is the first grant from the government of the United Kingdom of Great Britain and Northern Ireland (UK) funding for Viet Nam to address critical gaps in surveillance of antibiotic-resistant bacteria in Vietnam. It has been created in response to a Request for Support from the Government of Vietnam to tackle one of the public health priorities in the Global Action Plan on AMR. This grant aligns with the national antimicrobial resistance (AMR) policy framework and with the investments made by other donors and stakeholders in this area.
This first Fleming Fund Country Grant for Vietnam focused on strengthening the antimicrobial resistance (AMR) and antimicrobial use (AMU) surveillance systems in both the human and animal health sectors towards the One Health Approach to bring together multi-sectoral stakeholders to share surveillance data and gain better understanding of AMR and AMU, contributing to the government’s efforts of developing national multi-sectoral AMR/AMU stewardship strategies and plans.
In Vietnam, one of Fleming Fund Project’s workstream provides the support to the direction of National AMR Steering Committee (NSC) to develop a National Strategy for Combating Drug Resistance 2022 – 2030 and vision to 2035 (National Strategy), leading by the Ministry of Health (MOH) with the engagement of a National Steering Committee (NSC), international and national organizations, and especially strong contributions of the Ministry of Agricultural and Rural Development (MARD).
The National Action Plan (NAP) on Antimicrobial Resistance Combat in Agriculture 2021-2025, which was approved and published by the MARD on 23rd August 2021, marked a key milestone in the Fleming Fund First Country Grant Period. It is critical that this NAP of the agriculture sector be integrated into the National Strategy for further actions.
To translate the directions of the MARD in the NAP into reality and integrate the NAP of the agriculture sector into the National Strategy for one-health-oriented actions, the Fleming Fund Project is seeking consultancy services by a National One Health Consultant to conduct a situational analysis on the institutionalization and operation of One Health into the National Strategy, mapping of the stakeholders on One Health AMR in Vietnam and integration of the NAP on AMR of the agriculture sector into the National Strategy.
The National Consultant is expected to provide technical and professional supports according to the scope of work with details in attached SOW [1].
