ESTHER (Ensemble pour une Solidarité Thérapeutique Hospitalière en Réseau) is a French public organization involved in capacity building in care and treatment for HIV/AIDS patients in 18 countries. ESTHER hs been working in Vietnam since 2002, through hospital twinning between Vietnamese and French hospitals. The interventions are dealing with various topics, including medical and psychosocial care for HIV/AIDS patients and IDUs, HIV/tuberculosis co infection, access to viral load. Currently, ESTHER is implementing projects in 3 sites (Hanoi, Haiphong, Ho Chi Minh City) in collaboration with national and provincial health authorities.
Main responsibilities of the administrative and financial coordinator:
- Participate to the preparation of budgets and ensure their follow up in collaboration with the accounting agency
- Take part to on site project supervision and provide support to partners in administrative and financial domains
- Ensure that procedures are being followed and that financial reports are made in due course
- Provides logistic and administrative support to partners in the preparation and organization of missions and training
- Ensure that ESTHER procedures are being followed and that financial reports are made in good time
- Manage and follow up the coordination budget
- Ensures the proper management of human and material resources at the coordination office
- In support of the National Coordinator, maintain good working relationship with national health authorities, and partners
- At the request of the National Coordinator, participate to national or regional meetings
- Assist in the preparation and organization of the ESTHER Liaison Committee
- Attend meetings for financial and administrative coordinators in France, at ESTHER request
Qualifications :
- Diploma in management or accounting or equivalent
- Knowledge in Public Health and experience in health program management or research;
- Experience with Microsoft Office Software (Word, Excel, Power Point…); accounting software
- Experience working with international experts
- Professional experience in the field of HIV/AIDS or health projects is a plus
- Vietnamese national; good French writing and general communication skills; English speaking desirable
- Dynamism, flexibility, good communication skills, capacity for team work, able to work with international experts.
