Helvetas, the Swiss Association for International Cooperation has been mandated by the Swiss Development and Cooperation Agency (SDC) to support and coach national and provincial partners within the PS-ARD Program: Public Service Provision Improvement Program in Agriculture and Rural Development. The program is implemented at national level by OPD/MARD and at provincial level by different departments under the Provincial People’s Committees (Cao Bang and Hoa Binh provinces). In order to complete the team of the Program Support and Management Unit in Hanoi, they are immediately looking to fill the following two positions:
1. Program Officer in public service delivery reforms and new public management oriented approaches in Agriculture and Rural Development (ARD)
Main tasks are:
- Supporting partners in applying innovative and result based approaches in ARD
- Working closely with and supporting staff of the two Provinces to ensure high quality in: planning, implementation, monitoring and evaluation of program activities
- Acting as master trainer in his/her areas of competences, as and when required
- Assisting the compilation of 6-month and annual reports and plans
- Facilitating dissemination of ‘best practices’ and provide lessons learned to ‘policy dialogue’ at central level with view to the alignment and harmonization process
- Translation of documents and during meetings as per request
Required qualifications
- University degree and relevant field experiences in applied rural development especially in agronomy, and/or forestry
- At least 5 years working experiences in development projects and programs
- Good command of English (spoken and written).
- Excellent communication, facilitation/visualization and writing skills.
- Willingness to travel extensively in the provinces and to remote places.
- Computer literate on MS office software.
- Team oriented spirit with inter-personal and cross-cultural communication skills.
Workplace: based in Hanoi with frequent travels to Cao Bang and Hoa Binh
Duration of contract: 1 year (with possible extension)
Starting date: as soon as possible
2. Communication Officer
Main tasks are
- Collecting, updating, documenting and disseminating the programme information and materials with support from programme team
- Facilitating/coordinating the production of success stories that highlight programme achievements
- Disseminating programme information and materials throughout Vietnam
- Providing editing and formatting support to programme six month and annual reports
- Promoting Helvetas in Vietnam
- Managing and updating the Helvetas website
- Supporting translation of documents as per request
Required qualifications
- University degree and relevant field experiences in communication fields
- At least 5 years of field experience in development programs/projects.
- Good command of English (spoken and written).
- Willingness to travel extensively to the provinces and remote places.
- Computer literate on MS office software and on visualization methods.
Workplace: based in Hanoi with frequent travels to Cao Bang and Hoa Binh
