About the organisation
The Flemish Association for Development Cooperation and Technical Assistance, Belgium (VVOB) is recruiting an officer for the basic education programme. This programme aims to improve the quality of lower secondary education in 5 provinces of North and Central Vietnam (Thai Nguyen, Quang Ninh, Nghe An, Quang Nam, Quang Ngai) through an increased use of Active Teaching and Learning (ATL).
One of the result areas aims at a strengthened relation between school, mass organizations (esp. Women’s Union and Youth Union) and broader community in support of the Active Teaching and Learning change processes.
Responsibilities:
- The Coordinator shall in close cooperation with the Programme team lead and support a local team
- support the ATL change processes in 5 provinces of north and central Vietnam (Thai Nguyen, Quang Ninh, Nghe An, Quang Nam, Quang Ngai) through involvement of the MOs
- advice women’s and youth unions in support of the ATL implementation, including material development
- identify and implement strategies to mobilize the community to participate in education
- provide training or organise training and assure the quality of the training sessions, including follow-up activities at provincial, district and commune level
- report on project activities and results
- sound financial management and care for administrative procedures
- assist in communication with the partner, occasionally this may include translation during meetings, workshops and other activities
- support related programme activities, a.o. the coordinator will be requested to support the team with the development of instruments, activities and impact measurement on gender
Requirements and competencies
- Vietnamese citizen
- Relevant (social) diploma, or similar through experience
- experience in education and/or community development
- vision on how the link between school and community can be strengthened
- knowledge of and experience in working with communities
- experience in gender issues is an advantage
- project management skills, minimum 2 years of experience in project management
- experience with international cooperation is a plus
- excellent knowledge and skills in English, both written and oral
- Good computer skills
- excellent communication and social skills
- able to work independently and in a team
- willing to regularly work in the 5 provinces
Duty station
This position will be located in Hanoi, at the VVOB Vietnam office. Regular working trips to the 5 aforementioned provinces are part of the assignment.
Remuneration and benefits
Salary and benefit package according to EU-UN cost norms 2009.
