- 01 national STE expert to assist MOH/MSA in developing Circular on Guiding hospital quality management and National Action Program (attached ToR B 7 2 1)
- 04 national STE experts (01 Team leader and 03 consultants) to build the Public Finance Managment capacity at Provincial level, pilot provinces Ha Nam, Bac Ninh, Bac Giang ( attached ToR A 3)
