TRAINER CONSULTANT FOR POLICY ADVOCACY TRAINING COURSE
TERMS OF REFERENCE

Background:
The Wildlife Conservation Society (WCS) is a non-profit, tax-exempt, private organization that saves wildlife and wild places worldwide through science, conservation action, education, and inspiring people to value nature. WCS has been working to conserve wildlife in Viet Nam since 2006, and is established as a well-respected organization in the country, providing support to a range of government agencies. WCS works in Viet Nam is focused on building national capacity and commitment towards effective wildlife law enforcement and combatting wildlife trafficking.
In order to strengthen collective advocacy efforts, WCS will coordinate the delivery of a short training course for international and local NGOs in conservation. Using combatting wildlife trafficking as a theme, the training will provide participants with basic principles of policy advocacy. It is also an opportunity to cultivate the understanding of the international and local NGOs about working with partners in Vietnam and to undertake a stakeholder analysis that will benefit the policy-influencing activities of all members.
For this purpose, WCS is seeking to hire a trainer consultant for this policy advocacy training course.

Objectives of the course
-
Provide participants with basic principles of policy advocacy.

Cultivate the understanding of the international and local NGOs about working with partners in Vietnam

Undertake a stakeholder analysis that will benefit the policy-influencing activities of all members

Time and location of the course (details TBD)
- Time: expected 2 -3 days in early August 2017
- Location: Hanoi
IV. Requirements for trainers

The trainer is expected to develop a technical agenda for the training course:
- Suggested areas of content focus:
- ways of influencing stakeholders to take more action to combat wildlife trafficking, e.g. who to work with/influence to build stronger law enforcement and effective prosecution, and who to work with/influence to achieve better demand reduction.
- stakeholder mapping exercise and include a power analysis
- Include interventions by guest speakers to help participants understand the value of the training through real examples of its application. Ideas for guest speakers include:
- VCCI’s advocacy strategy to remove Article 292 in the draft Penal Code 2015
- ISEE’s example of the removal of the article in the law banning same sex marriage
- Vietnam Rivers Network (VRN) or WARECODE to advocacy work to remove 2 hydropower projects ??ng Nai 6 and 6A
- Stephen Lysaght, Deputy Head of Mission, British Embassy Hanoi can share his experience on how to work with government
- Provide participants with tools to conduct a policy advocacy exercise/strategy of their own, tailored to their needs, once the training is over (including: how to identify policy issues (problems and solutions); undertake a stakeholder analysis (target audience, allies and opponents); develop effective messaging; understand what tools are at our disposal etc.)
- Other requirements:
- The training approach should be as interactive as possible so that participants can share information about their networks to build common knowledge base.
- Training contents can be adaptable to cover other issues that may come up based on the training needs of participants.

The trainer to propose two budget plan options for the training:
- Option 1: training budget including organization fee (venue hire, 2 tea breaks/day, lunch)
- Option 2: training budget not including organization fee
V. Expected deliverables
- Training need assessment form
- 2 -3 day training course with training agenda, PPT and handouts
- Training report that include pre-post test results and suggestion for follow up
