REGIONAL POLICY ADVISOR

Based in Phnom Penh, Cambodia

The post is a 2 years fixed-term renewal contract with Oxfam America (OA) East Asia Regional Office. The post is based in Phnom Penh but with frequent travel within the region.

The role

- To develop and oversee delivery of our policy portfolio in 4 countries: Cambodia, Loas PRD, Vietnam and Thailand. This role will be responsible for commissioning and overseeing external research and consultancy in accord with OA’s protocol.
- To design and deliver an advocacy strategy to match program expectations. This will conform to OA design, planning, implementation and reporting protocols.
- To design and deliver a communications strategy to match program expectations. This will conform to OA design, planning, implementation and reporting protocols.
- Establish and maintain links and alliances with like-minded organizations and stakeholders relevant to the regional programs to ensure coordination of advocacy and campaign initiatives to achieve best effect.
- Monitor, evaluate and learn from the effectiveness of these advocacy initiatives.
- As authorized by the Regional Director and in accord with OA policy, assume a role as a spokesperson for OA to governments, relevant professional, academic, bilateral actors, media and the general public assuring consistent voice for OA positions and information, and brand.
- Seek out and assist in the development of fundraising opportunities in accord with OA regional and country program objectives.

What we are looking for

- Masters degree in agricultural, social, economic or political sciences, or the equivalent
- At least five (5) years relevant employment experience preferably in the East Asia region with considerable field experience
- Demonstrable experience in developing and delivering advocacy initiatives
- Excellent analytical skill
- Good knowledge of social mobilization strategies and tactics as they pertain to the region

Gross Annual Salary Range: VND 473,414,799 – VND 710,122,198
