To respond to the needs of those affected by typhoons Wutip and Nari (locally known as typhoon no. 10 and no. 11) in October 2013, the International Federation of Red Cross and Red Crescent (IFRC) launched an Emergency Appeal to support Vietnam Red Cross (VNRC) provide humanitarian assistance in nine Central provinces of Viet Nam.

In line with the IFRC policy and framework for evaluation, the VNRC and the IFRC seeks to evaluate the relevance and effectiveness of the operation, as well as to identify key lessons and
