National Agricultural and Rural Development Advisor

Lux-Development, the Executing Agency for Bilateral Co-operation financed by the Grand Duchy of Luxembourg, is assisting the Cao Bang Department of Agriculture and Rural Development to implement the project VIE036  “ Irrigation Cao Bang, Wise Use of Water and Agriculture” (WUWA).

VIE/036 WUWA is in its starting up phase and has a planned duration of five years.

The project VIE/036 WUWA has three result areas:

1.Agricultural Productivity – Optimized, diversified and more resilient agricultural production systems;
2.Access to Water – Increased water availability for agricultural production systems;
3.Improved Process – Producers and service providers are actively invested in the planning and management of agricultural production systems

Lux-Development is looking for candidates to fill the following position, (one year assignment, renewable):

National Agricultural and Rural Development Advisor

The NARDA is to contribute to the achievement of outcomes and outputs for result 1 on Agricultural Productivity and result 3 Improved Process where it concerns farmers, service providers and government staff as linked to tasks of result 1. More specifically:

• Planning and implementation of Farmer Field Schools responding to demands and needs of farmers;
• Development and implementation of action plans for crops and livestock;
• Targeted support through the application of Community Development Funds type of programme;
• Identification, prioritisation for investment into small-scale infrastructure that affects agricultural production systems;
• Capacity building on the planning-to-management investment process for the villages and other actors linked to agricultural production;

Minimum Requirements:

• A master degree preferably in agricultural economics, rural development, or agribusiness;
• 8 years’ experience in advising and/or managing agriculture, rural development projects and extension services;
• Good knowledge and expertise in pro-poor agribusiness development;
• Demonstrated experience and skills working with government agencies, private business, donor agencies and ethnic minority groups in different parts of Vietnam;
• Good analytical and report writing skills in both Vietnamese and English;
• High motivation to work in and support poor and mountainous areas;
• Good command of English is required;
• Good command of Tay or Nung language is an advantage.
