Junior Program Officer
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. As a federally owned enterprise, we support the German Government in achieving its objectives in the field of international cooperation for sustainable development. In Viet Nam, we have been working with our partners since 1993. We contribute to the improvement of living conditions for Vietnamese people via approximately 20 programmes and projects covering the following three priority areas of cooperation: 1) Vocational Training; 2) Environment; and 3) Energy.
Energy being a relatively recent addition to the three priority areas of cooperation, GIZ is establishing its Energy Support Program to Viet Nam with a focus on renewable energy and energy efficiency. The Program is working on the development of the legal and regulatory framework, capacity development, as well as technology cooperation among research institutions and private sector entities with the aim to support increased investments in Viet Nam’s energy sector.
The program is looking for a qualified candidate to fill the following position:
Junior Program Officer
Period of Contract: 2 years with the possibility of extension
Duty Station: Hanoi
The Junior Program Officer reports directly to the Program Director (CTA) and will support him in the implementation of the program’s steering processes, i.e.:
- Responsibilities:
- Program planning, monitoring and reporting system; i.e. results monitoring across components, preparation of regular reports etc.
- Work flow organization, i.e. activity management for the various components of the Energy Program
- Development and implementation of internal program standards and quality assurance;
- Communication of project results, corporate design development, etc.
- Preparation and organisation of annual program planning meetings as well as other workshops, conferences etc.
Qualifications and skills required
- Minimum of a Bachelor’s (Master degree is an asset) in international relations or related field
- At least 2-3 years of related working experience;
- A minimum of 6 months experience abroad, either by way of working experience or university studies
- Language skills: Vietnamese as a mother tongue; fluency in English (minimum of 75 points in TOEFL);
- German language proficiency is an asset
- Proficiency with Windows XP and Ms Office 2007 and at least one statistical package
- Good working knowledge of modern telecommunication systems
- Ability to work independently and in an international and cultural diverse team. Team spirit, while at the same time possessing the necessary assertiveness to produce good results
- High degree of flexibility and dynamic work ethic
- Results-oriented
- Very good communication skills
- Willingness to travel on short trips, at least within Viet Nam
