Field Project Officer (Chain Development Facilitator)
VECO Vietnam is one of the 8 regional and country offices in Africa, Latin America and Asia of Vredeseilanden, a Belgian NGO for assistance in development. VECO Vietnam wants to contribute to viable livelihoods of organized family farmers through sustainable agriculture chain development (SACD).
They are currently seeking 1 (one) dynamic and motivated Vietnamese individual for the position of Field Project Officer (Chain Development Facilitator). The incumbent will be based in Yen Lap Antenna Office.
Job Purpose: This person provides ground level advice, coaching, monitoring and technical support in the day-to-day operation by the program partners toward effective and efficient implementation of the SACD Program in each assigned chain.
Report to: Field Project Coordinator
Duties and Responsibilities:
- Develop trusting and productive relationships with VECO program partners and local stakeholders of the assigned chain;
- Represent VECO Vietnam at the community/commune level when required;
- Prepare and implement chain development facilitation plans with each program partner based on the proposals of program partners and overall plan of VECO;
- Ensure effective and efficient implementation of plans by program partners, including financial resource management and accountability;
- Coach and backstop program partners in their day-to-day implementation of activities, such as in training, networking and resource mobilization;
- Organize and facilitate periodic reflection sessions with program partners in the assigned chain;
- Prepare periodic narrative and financial reports based on partner’s reports in accordance with the VECO Planning, Learning and Accountability (PLA) System;
- Participate and contribute in the meetings and discussions of the VECO Program at the CO level when required;
Requirements:
- College Degree or equivalent in Agriculture, Agricultural Economics, or a closely related field;
- At least 3 years of working experience with similar responsibilities, preferably with INGO;
- Exposure to chain development activities and marketing (preferred);
- Proven ability to work with Government agencies;
- Adequate proficiency in English language (preferred);
- Basic skills on administration and finance;
- Strong motivation, initiative and good interpersonal skills
