Field Based Officer

The Centre for Community Socio-Economic and environmental Development (CSEED) is a Vietnamese NGO established in January 2006 under the decision of Vietnam Union of Science and Technology Associations (VUSTA). 

Our mission is to support sustainable livelihoods and environment development in targeted vulnerable and marginalized communities.

CSEED is looking for a qualified Vietnamese to fill in position: Field Based Officer

Work Location : Tan Son District , Phu Tho Province

Direct Managers :  Project Officer and Program Officer basing in Ha Noi

Working with : Project partners and villagers

Key responsibilities:

Supporting partners and community to implement the project:

• Supporting partners and community in planning, implementing and reporting on project narrative and finances. Ensuring implementation of activities and disbursement as planned .
• Analyzing information and making recommendations regarding the implementation of project activities or new problems occur (consulting with officers in Hanoi )
• Supporting local partners to select consultants, contractors, service providers , and material suppliers basing on quality and cost criteria
• Reviewing the selection of participants in the project activity under the criteria of the project
• Informing partners and communities about CSEED policies and regulations related to the project

Project Management
- Monitoring

• Checking operational plan and financial plan prepared by partners and finalising these plan to send to CSEED office in Hanoi
• Monitoring the activities when these activities are being implemented (by partners , consultant and villagers), timely comments on methods and contents as necessary to implement activities effectively
• Monitoring on community  and partners’ application of what have been trained as well as the implementation of  regulations as agreed and announced
• Checking operation reports and financial statements , documents , accounting books of the partners .
• timely feedback to partners after monitoring

- Reporting

• Sending written periodical reports to project staff in Hanoi on progress and results of activities as well as project costs and when required, report orally to them for prompt comment/solutions.
• Send to Hanoi office written report about what Field Based Officer has  discussed and guided partners and community.
• Keeping all records and documents of the project .

Requirements:

- University degree, in one of the following majors: agriculture, forestry , economic , and environmental
- At least 02 years experience in working with community
- Experience in at least one of the other fields : organic agriculture, value chain, environmental protection
- Ability to work under work pressure and deadline
- Ability to work independently and teamwork
- Have analyzing , report writing and presentation skills
- Proficient in using computers : word , excel , internet ...
- In addition to the above criteria, field based experience for other development projects, English skill and coming from Tan Son district will be advantages

Duration of the contract: 02 years ( including 2 months of probation ) .

Salary : Negotiable depending on ability and experience .
