Evaluator/ Evaluation team

Oxfam GB is seeking an evaluator/ evaluation team with experience assessing participatory research and its links with policy influence to undertake an evaluation of a participatory poverty monitoring project in Vietnam.  We will be asking evaluation teams to use a predefined qualitative research protocol, Process Tracing, to consider not only whether there is evidence that supports a causal relationship between the project and set outcomes, but the significance of any such contribution in light of other contributing factors.  The evaluation team will be responsible for developing an appropriate data collection and analysis strategy within this framework.  Please see attached Terms of Reference for more details.

Ideally the project team would like the fieldwork to take place in late July/ early August.  We're conscious that this is a very tight timeframe, and in light of that, would ask interested parties to contact me directly to talk the evaluation through in more detail.
