Consultant (team) to Implement Final Evaluation of SERD Project
CSIP is seeking for a competent consultant (either individual or a group) to implement the final evaluation of SERD project which is conducted to identify whether the defined objectives have been met at the end of funding period. It should also provide a comprehensive analysis of impacts and challenges throughout three years of project implementation. The outcome of final evaluation, therefore, would support accountability of the project owner to donor as well as provide key learning points of all stakeholders of the project to prepare for a tentative funding phase of the project.
1. Requirements for evaluation methods
The design and methods for evaluation are to be proposed by the consultant in the proposal and inception reports. In this matters, the following requirements must be complied by the consultant.
- The evaluation should be designed in compliance with the OECD-DAC standards for development evaluation[1].
- Paricipatory approach must be applied through out the evaluation. Stakeholders of the project (i.e. local partners, target groups, government bodies, donors etc.) need to be included in the evaluation
- Project documents (project proposal, progress reports etc.) and policies of project owner and donor need to be considered.

3. Key qualifications of the consultants
Qualification for lead consultant:
- Having at least a Master degree in project management, social science, business administration and other relevant majors;
- Having at least 5 years of implementing monitoring and evaluation activities for development projects; Being in a leading position of evaluation group is an advantage;
- Be familiar and having proven experiences with research methods such as participatory approach, in-depth interview and other qualitative and quantitative methods;
- Having experiences working with local governments, ethnic minority groups and development organizations;
- Having knowledge and understanding about social enterprises.
Qualification for members of evaluation group (if any):
- Having at least a Bachelor degree in project management, social science, business administration and other relevant majors;
- Be familiar and having proven experiences with research methods such as participatory approach, in-depth interview and other qualitative and quantitative methods;
4. Application
Candidates for consultant position must submit the following documents for application
- CVs of all evaluators involved which clearly indicate relevant past evaluation projects of the candidate;
- Technical proposal: Short explanation and justification of the methods to be deployed as well as the action plan for the evaluation;
- Financial proposal: Complete cost estimate that includes both, the fee as well as any ancillary costs to be incurred, such as transport, accommodation, taxes, fees and costs of workshops in the scope of the evaluation etc.
