Housing Improvement Study
Introduction
The project Improvement of working and living conditions of migrant women workers through empowerment and a right based approach (PHU NU 2) has the overall objective of contributing to the improvement of the living and working conditions of migrant women workers in the industrial zones of Vietnam by developing their capacities to negotiate and to advocate for the respect of their rights in a favorable multi-actors environment. The project is funded mainly by AFD (French Development Agency) and Foundation Abbe Pierre, and implemented by a consortium of 3 NGOs, namely Batik International, GRET and Center for Development Integration (CDI)
Specific objectives of the project are as followed:
SO 1: Reinforce the capacity to act and choose of the women leaders to conceive and defend collective proposals for the respect, the protection and the implementation of their social rights.
SO 2: Improve the living conditions of migrant women in 20 common housing areas in the industrial zones of Vinh Phuc and Hai Duong, through dialogue and consultation of stakeholders (social actors, political actors, and landlords).
SO 3: Improve the working conditions of migrant women workers in 6 companies of the industrial zones of Vinh Phuc and Hai Duong, through dialogue and consultations (companies, legal actors, trade union actors).
Objectives and Scope of activity:
A block fund will be dedicated to finance housing improvement in both suburban areas of Hai Duong and Vinh Phuc with the aim of improving the living conditions of migrant women workers and offer meeting spaces to reinforce the collective dynamics of women’s clubs. Women’s clubs have been created during the first phase of the project. Members are some of the residents of the housing areas where the club is set, and they meet regularly to discuss on several themes related to their living and working conditions. They also receive trainings during these sessions from members of relevant public services operating in their provinces.
Following the success of a similar activity regarding living conditions’s improvement works in Phase 1 (2014 – 2017), works are expected to create not only a lasting and visible impact on the migrant women workers’ daily life but also a strong asset for the cooperation between the Project and the owners of the common housing areas. This fund is to be managed by Batik International.
A qualified external consultant will carry out a study and identify the priorities in the works to be conducted to answer women’s needs. The study will take into account the technical aspects and constraints of the works, as well as the maintenance. It will be conducted in a participatory manner with women workers and landlords, so as to favor the ownership and maintenance of the spaces after the works. The works will have to address individual needs (improvement of the insulation of the rooms, of the water and sanitation infrastructure, of the security of the room) and collective needs (such as waste management, improvement of common toilets and showers). Notably, the collective spaces are considered as a priority for this component as it will create or improve the spaces for the process of socialisation and awareness rising of the migrant workers living in two industrial zones in Hai Duong and Vinh Phuc. The external consultant will be recruited to accompany the project over the 3 years of its implementation. He/She will conduct the following tasks:

Work with the project team to carry out a desk review analysis about the living conditions (the houses) of the women at the 2 industrial zones through information on housing improvement works in Phase 1 |
Design and conduct a diagnosis survey (including field visit, meetings with local partners and meetings with club members) in the 2 targeted areas. |
Provide solutions/suggestions to improve the 27 housing areas with a detailed quotation for works that need to be improved |
Write a first report on agreed improvement works for each housing area with an estimated quotation |
Participate with Batik International and local partners in meetings with landlords to discuss and agree on necessary improvements |
Year 2 |
In collaboration with Batik International and local partners, conduct an evaluation on completed improvement works |
Write a final report (maximum 20 pages) to evaluate the completed improvement works and their impact on migrant workers’ daily lives. |

Role of Partners
BATIK International, CDI and GRET work on the field with local partners: the Labour Union in Hai Duong and the Labour Union and the Women’s Union in Vinh Phuc. These partners, together with Batik International in-charge staff, implement the activities on the field and provide the project’s team with a constant support to contact local stakeholders and to reach the beneficiaries. The consultant team will coordinate directly with Batik International’s team for the organization of their visits on the field. The field trip will be conducted with the presence of local partners, Batik International in-charge staff and the members of the consultant team. Gret and CDI could provide support upon request from Batik International regarding the arrangement of clubs’ meetings for the participatory assessment of the consultant team. In a word, Batik International is the lead organization in this activity, and is in charge of the main support and coordination of the work’s implementation.

Budget
Phu Nu’s project budget for this study is of 200.000.000 VND (Two hundreds millions Vietnamese Dongs), including expenses of per diems, travel costs, fees and other necessary tools and equipment. As per Vietnamese Law, the contract will use Vietnamese Dongs for all sums.

The present Terms of Reference could be modified later on depending on the needs encountered by the project’s team.
