TERMS OF REFERENCES FOR PAYROLL SERVICES

Period: From June 2024 to May 2026

Background

The Asia Foundation is a nonprofit international development organization committed to improving lives and expanding opportunities across Asia and the Pacific. Informed by 70 years of experience and deep local knowledge, our work is focused on governance, climate action, gender equality, education and leadership, inclusive growth, and international cooperation. We work in more than 20 countries through our 17 permanent country offices and programs across Asia and the Pacific, supported by a headquarters in San Francisco and an office in Washington, DC. Our funding comes from a diverse array of bilateral and multilateral development agencies, foundations, corporations, and individuals.  

Scope of Work

• Conduct payroll services for around 14 local employees and possible more, but not higher than 20 local employees.
• Payroll and monthly PIT & SHUI calculation including statutory procedures for new local employees and departed/resigned local employees.
• Year-end PIT Finalization services.
• Registration for the Personal Income Tax exemption for foreign employees in Vietnam (if required).
• Strictly private and confidential payslip delivery via email.
• Legal advisory services for updating the laws and regulations in Vietnam on the Asia Foundation’s operations in Vietnam and possible other consultation if necessary.
• Period of service contract: 2 years (June 2024 to May 2026) with possible extension, based on a satisfactory service and competitive price.

Qualification/Requirement

Legal or consulting firm which has experience in the above mentioned service.
