Conduct a study to “Review and evaluate plans to reduce and simplify business regulations for a number of draft legal documents under the Government's legislation development program in 2021 and 2022.”

USAID Linkages for Small and Medium Enterprises (LinkSME) is a 5-year project implemented by International Executive Service Corps (IESC) starting from September 2018 to September 2023. Working in coordination with the Government of Vietnam, USAID LinkSME aims to:

• Contribute to systemic changes in the business environment by institutionalizing regulatory, policy, and administrative procedure reforms; cutting down costs related to administrative procedure compliance; and providing favorable conditions for SME businesses to develop;

• Improve the business relationship between Vietnamese SMEs and lead firms; and,

• Expand Vietnamese SMEs’ capacity to integrate into regional and global supply chains.

USAID LinkSME Project was official approved by Minister of the Office of the Government pursuant to Decision No. 817/QD-VPCP dated 23 September 2019.

USAID LinkSME is seeking a qualified Vietnamese consulting firm or organization to develop a policy analysis guidebook and reports for the purpose of supporting OOG/APCA to study business regulations, review regulatory reform plans, and propose independent reform plans.
