PRELIMINARY ENVIRONMENTAL AND SOCIAL ASSESSMENT (PESA) CAMIMEX
IN THE MEKONG DELTA

The Dutch Fund for Climate and Development (DFCD)
The Dutch Fund for Climate and Development (DFCD) provides finance and Technical Assistance (TA) to mobilize and scale external private sector funding for climate smart development. The DFCD’s Origination Facility (OF) managed by SNV, and WWF identifies investment opportunities that support climate change adaptation, mitigation as well as key sustainable development co-benefits such as biodiversity conservation, environmental protection, poverty reduction and gender equality. The OF supports the further elaboration of projects with private sector partners through the provision of TA for project design, feasibility assessments, piloting, and other activities which de-risk and enable the graduation of projects for commercial investment.
The OF has identified CAMIMEX as a good opportunity to support the development of an investment proposal for climate resilient mangrove shrimp production in South Vietnam’s Mekong Delta, which will protect biodiversity and ecosystems, improve livelihoods for smallholder famers, and sequester millions of tons of greenhouse gases... It forms an important additional instrument for the Dutch government’s efforts in contributing to the Paris Agreement and the Sustainable Development Goals (SDGs).
Camimex and the DFCD
Camimex was established in 1977 as the first shrimp processor in Ca Mau province, the capital of shrimp producers in Viet Nam. Since 2000, it became one of the world’s earliest producers to be certified in the whole supply chains, by Naturland and IMO for organic shrimp. Camimex now is now Vietnam’s leading supplier of organic shrimp. Camimex’s vision is to become the leader in the organic shrimp farming system, through their sustainable value chain: from farming, hatcheries, processing, and sustainable markets.
The DFCD’s Origination Facility Investment Committee has approved an origination project proposal to support the development of climate resilient mangrove shrimp production in the Mekong Delta, which is being undertaken by Camimex (the Camimex Group JSC)
It’s also noticed as an innovative climate business that practicing Ecosystem Base Adaptation in the vulnerable coastal areas that’s supported resilient forestry communities in both environment and livelihoods. The mangrove and shrimp business model contributes essential value on Ecosystem-based Adaptation (EbA) in the Mekong Delta.
Objectives
The PESA aims to support Camimex’s development of its developed resilient mangrove shrimp production that adapt to climate scenarios projected in the MKD and to build on the company’s positive intentions and early stage Environmental, Social and Governance (ESG) actions.
The overall intention of the Assessment:
- Enable IFC performance standard capacity building, pre-assessment, and guidance on strengthening CMX’s Environmental and Social Management System (ESMS) that’ll enable the company to implement it.
- Assess the specific environmental and social benefits and risks associated with the business model and develop appropriate management/mitigation measures for project site to meet certifications.
- Provision of recommendations for climate resilient mangrove shrimp business model to best benefit for promoting adaptation under climate stresses in the MKD
Key tasks by TA:
- Desk based review of related legislation (land use, public services, governance...), social-economic (costs, profits, markets, labours, gender equality, social inclusion of the most vulnerable people etc); environmental stresses affected mangrove shrimp’s productivity; and barriers and driving factors of developing resilient mangrove shrimps
- Desk-based analysis of CMX’s business model, approach, systems, and available data, as well as other relevant secondary environmental and social data
- Development PESA approach and methodologies for assessing climate smart aquaculture model in considering economic benefits, habitat suitability, biodiversity, livelihoods under current activities, certifications.
- Site visits/field surveys, data collections at multi-levels consultations, project landscape analysis and other sources (farmers’ willingness; practices; policies...) to conduct assess on environmental issues/factors for developing ESMP at project sites
- Provision of recommendations for:
- Viable justifications of climate resilient mangrove shrimp to best benefit for promoting adaptation under climate stresses in the MKD
- Environmental and Social Management Plan (ESMP) for the improvement of current practices (ecosystem restoration, social benefits, jobs, ethnic minorities inclusion, gender equality….).
- Presenting, training (workshop) about the assessment and recommendations to multiple stakeholders

Selection Process
SNV will review all Expressions of Interest received in accordance with the guidelines and criteria in this solicitation. SNV reserves the right to exclude any EOIs that do not meet the guidelines. Please note that SNV is unable to provide detailed feedback to those EOIs that are not selected.
Step 1: SNV will shortlist selected EOIs, and unsuccessful respondents will be notified. Successful applicants will be contacted by SNV.
Step 2: SNV will release Requests for Proposals (RFPs) for the specific activities and contract with the selected organizations/ consultants.
Protection of Information
We request that Expressions of Interest responses be free of any intellectual property that the applicant wishes to protect. Should offerors wish to include proprietary intellectual property that they believe would be helpful for SNV, please note the proprietary nature of such information. Costing information will be kept confidential and will not be shared beyond SNV.
Issuance of this EOI does not constitute a commitment, award, or engagement on the part of SNV nor does it commit SNV to any future commitment or engagement.
