Admin/Finance Officer
German Red Cross (GRC) is part of the world wide Red Cross and Red Crescent Movement. As a humanitarian organization, GRC assists victims of conflict and disaster as well as people affected by social or health related crisis. The Red Cross Movement provides assistance to vulnerable people without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality.
In Vietnam GRC is supporting its local partner, the Vietnam Red Cross (VNRC), to implement projects in the field of Disaster Relief & Rehabilitation, Disaster Risk Reduction & Climate Change Adaptation, Water & Sanitation and Capacity Building.
The GRC is currently looking for an “Admin/Finance Officer” (AFO) who will support the cooperation with VNRC in a new disaster risk management (DRM) project which is a component of the “Flood Proofing for Medium Sized Cities in Vietnam” programme managed by the German International Cooperation Agency or Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in partnership with the Vietnam Ministry of Construction. The project is aimed at minimizing the impact of climate change in Vietnam’s coastal cities to adapt to more frequent and serious urban flooding.
Project: Flood Proofing for Medium Sized Cities in Vietnam

Reporting to: GRC Disaster Risk Reduction / Climate Change Adaptation Delegate
Contract type and duration: Full-time position for the period of 1 (one) year with a possibility of extension
Location: The position will be based in Hanoi, with frequent travels to the project site
Required language proficiency: Vietnamese and English
Nationality: The position is opened for Vietnamese nationals only
Starting date: 6 January 2014
Roles and Responsibilities
- Manage all administrative requirements for the project team in coordination with the GRC Office Manager
- Ensure good archiving of all project documentation
- Support logistical arrangement of project team and recruited personnel for DRR/CCA projects
- Assist in implementing procurement processes and ensuring correct procedures are met
- Support the GRC DRR/CCA Delegate in budget control and review of financial and procurement documents
- Support the preparation of all project financial report in close cooperation with the GRC DRR/CCA Delegate
- Provide coaching/training to partner on finance and procurement issues in coordination with the GRC Finance Unit
- Participate in regular monitoring visits to ensure quality of the project administration and financial management
- Provide translation and interpretation for project team
- Liaise with relevant partners for coordination of meetings
Experience
- Experience in working with international organizations (e.g UN, NGOs, Red Cross)
- Experience in administration, procurement and budgeting
- Excellent organisational skills
- Good communication skills to interact with different level and multi-sector stakeholders
- Good writing skills in English and Vietnamese for various types of audience
Qualification
- University graduate in a relevant technical discipline (Admin, Logistics, Finance)
- Ability to write and speak in English fluently
