Mission Statement
CHF is a Canadian NGO which works with other NGOs and provincial and district partners to strengthen the capacity of community-based organisations and to support self-help projects. It promotes policies that reduce poverty and carries out programmes that raise public understanding of development issues. CHF has been one of the front-runners in Vietnam with the Sustainable Livelihoods Approach (SLA). CHF's vision is articulated in its mission statement "CHF is a non-profit organization dedicated to enabling poor rural communities in developing countries to attain sustainable livelihoods." CHF’s mission statement is a clear articulation of its organizational mandate; it defines CHF’s targeted beneficiaries, an overarching and achievable goal, and the role of CHF as a link between the two. This mission statement is the genesis of a CHF specific approach to contribute to achieving the primary Millennium Development Goal: Poverty Eradication.
History of operations in Vietnam
CHF has been working in Viet Nam since 1994 when they first collaborated with Oxfam Quebec to implement the Quy Hop Community Development Project in three communes of Quy Hop district in Nghe An. This project paved the way for developing working methods in the areas of sustainable farming practices, community credit and savings, income generation through fruit trees and animal husbandry and the introduction of biogas technology. In 1999-2000 CHF formed collaboration with the Vietnamese development agency called Towards Ethnic Women. The Natural Resources Management Project in Hanh Dich commune in Que Phong, which finished in 2003, worked with key farmers in community development activities and to develop a replicable framework for community-led allocation of forest land resources. The Quy Chau Project in Viet Nam from 2003 to 2009 focused on three remote, upland communes in the south west of Quy Chau district of Nghe An province. The goal of the project was to improve sustainable livelihoods in the project area while protecting soil, land and water resources. From 2005 to 2007 CHF conducted environmental review for the Central Region Livelihoods Improvement project (CRLIP) funded by the ADB in Quang Tri, Thua Thien Hue and Kon Tum provinces. In 2008 CHF implemented the Community Livelihood Enhancement through Agricultural Land Reclamation Project, in which a sustainable livelihoods approach was used to identify the poorest of those affected by UXO in 10 villages in Da Krong district. Livelihood Improvement of Vulnerable Ethnic Minority Communities Affected by the Song Bung 4 Hydropower Project in Quang Nam Province is to be carried out from 2009 to 2012. The goal of the project grant is to complement the compensation paid by EVN, improve the living standards and reduce the prevalence of poverty of the people affected by the Hydropower project.
