Helvetas is looking for a consultant to assess the impact of the Public Service Provision in Agriculture and Rural Development Programme  - PS-ARD on the Capacity Building System in the Provinces of Cao Bang and Hoa Binh. The assessment covers the Economic Technical High Schools and the Provincial  Political Schools in both Provinces.
