Introduction: Established in 1994, the Center for Research and Training on HIV/AIDS (CREATA) at Hanoi Medical University serves as a premier research center focusing on behavioral, epidemiological, and social science research on HIV/AIDS. Currently, with support from SAMHSA and PEPFAR (SAMHSA TI-236303), CREATA is collaborating with Integrated Substance Abuse Program (ISAP) at University of California at Los Angeles (UCLA) to build the Vietnam HIV-Addiction Technology Transfer Center (VH-ATTC).

The Criminal Procedure Code was promulgated in 2003. Through 7 years of implementation, shortcomings arisen. Therefore, in the Law and Ordinance making program 2012 of the National Assembly, the Code is planned to be revised. Under the duties and functions of a socio – professional organization of lawyers, Viet Nam Bar Federation (VBF) has responsibilities to evaluate the current status of the Criminal Procedure Code implementation on the aspect of ensuring the right to counsel of lawyer and advocators in the criminal procedure.
