The Ministry of Home Affairs (MOHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving PAR efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The Detailed Project Outlines (DPO) has been approved by the Government of Vietnam in April 2009. The main objective of the project is to support the implementation of the PAR Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”.

The RCU has numerous documents that need to be added to its website through a content management system. The job is contract-based, approx. for 7 hours per week, and paid 120-150US$ a month (pending on experience and performance). After an in-depth briefing by the Regional Coordination Unit (RCU) in Hanoi, the incumbent may chose to work at the RCU or from home (provided the incumbent disposes of a computer and a proper Internet connection); however he/she will need to meet at least once a week at the RCU for a verbal report of activities and expose difficulties encountered.
